JOB OVERVIEW:

Under close direction of an Environmental Health Program Manager, receives on the job training in routine environmental health work.

ESSENTIAL FUNCTIONS:

Conduct routine inspections for compliance with regulations.

Conduct general environmental surveys.

Investigate complaints relating to general environmental health programs.

Perform sampling, surveillance, and monitoring for specific environmental health program requirements.

Review and evaluate laboratory results, construction plans, specifications, and systems.

Participate in emergency response situations, and make recommendations concerning environmental health aspects.

Assist in the enforcement of local, state and federal environmental health regulations.

Accumulate evidence of violations of environmental health laws and help to initiates legal action.

Initiate necessary abatement procedures.

Listed duties are performed in, but not limited to, one (1) or more of the following programs:

Food Service ; Public Swimming Pools; Solid Waste; Drinking Water; Air Pollution; Housing; Vector Control; Water Quality; Wastewater; Complaints; Public Accommodations; Institutions; Radiation; Hazardous Waste; Other Related Programs

EDUCATION/EXPERIENCE:

Education: A Bachelor's Degree from an Environmental Health Program accredited by the National Environmental Health Science and Protection Accreditation Council (EHAC);

OR

A Bachelor’s Degree from an accredited program in a college or university with a major study in one of the following:

Agronomy; Biology; Botany; Chemistry; Environmental Health Science; Geology; Microbiology; Physics;  Physiology; Sanitary Engineering; Zoology; 

OR

A Bachelor's Degree from an accredited program in a college or university including:

A college or university level algebra or math course.

30 semester hours or 45 quarter hours from at least three (3) of the curriculums listed in requirement (2.) above.

AND

Licensure: Applicant must be qualified to become licensed as an Environmental Health Scientist-in-training at time of hire.

Experience: None required.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA):

Knowledge: Fundamental knowledge of public relations, and report writing.

Abilities: Ability to follow written and verbal instructions. Ability to establish effective working relationships with other employees, other agencies, and the public.

SPECIAL REQUIREMENTS:

This is a training position and individuals are required to practice under the general supervision of a licensed Environmental Health Scientist for a minimum of six (6) months.

Probation is for six (6) months and will begin when the individual becomes licensed to practice as a licensed Environmental Health Scientist

Licensure as an Environmental Health Scientist must be completed within one (1) year of the date of hire or employment will be terminated.

Must possess a valid Utah State Driver’s License and be capable of independently operating a motor vehicle and have a good driving record.

Must be physically capable of moving about on construction work sites and under adverse field conditions.

Due to the nature of this position, the successful candidate may be required to complete a pre-employment background check prior to starting the position.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Eighty percent of the work is performed in a field setting. Will inspect various public facilities, check under, above, behind equipment, storage areas, basement, garbage areas, restrooms, etc., looking for dust, dirt, grease, insects, proper construction, lighting, and adequate sanitation and safety measures. Ability to climb water tanks, evaluate soil test holes, bending on hands and knees, collection of swimming pool and stream samples, hike to springs and wells, perform inspections and soil sampling on underground storage tanks. Hand-eye coordination is necessary to operate testing instruments, computers and various pieces of equipment. Twenty (20) percent of the work is office work: writing reports, talking on the telephone, and meeting the public and other officials.

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.  The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. 

The noise level in the work environment is usually moderate.

CAREER LADDER:

SCIENTIST-IN-TRAINING TO LEHS I:

Obtain license as Environmental Health Scientist through Utah Department of Professional Licensing (DOPL).

Successfully complete six (6) month probation period as Scientist-in-Training. Probationary period may be extended to nine (9) months if employee has not completed requirements within six (6) month period.

Employee with prior related work experience may be promoted to a higher position based on evaluation of experience, i.e. LEHS II, or LEHS III. The promotion will be to the appropriate Grade starting at a Step 1.

LEHS I to LEHS II:

Complete a minimum of one (1) year as an LEHS I or equivalent position with related experience.

Demonstrate proficiency and obtain the required credentials to operate at a professional level in food service (standardized) and two (2) other programs from the following: wastewater, swimming pools, drinking water, institutions, solid waste, underground storage tanks or other EH programs approved by the director.

LEHS II to LEHS III:

Complete a minimum of two (2) years as an LEHS II or equivalent position with related experience.

Demonstrate proficiency and obtain the required credentials to operate at a professional level in food service (standardized), swimming pools and housing, and two (2) other programs approved by the director.

Specialize at an expert level and be capable of operating in a lead role or advisory capacity for one or more EH programs.
