Job Description

The Legislative Office of Fiscal Transparency (LOFT) is an agency within the legislative branch that conducts multi-faceted evaluations of public expenditures and provides comprehensive, non-partisan, and objective analysis to the Oklahoma State Legislature. LOFT’s work includes assessment of whether State-funded programs are efficient, effective, and transparent.

Economist/Financial Analysts support this work by reviewing financial data for accuracy and completeness, modeling financial data, and examining and developing methodologies. This role also requires that the analyst be an independent, unbiased examiner and evaluator of programs, functions, or operations of a government entity. A successful employee in this role possesses the competencies to learn quickly, be open to change, pay attention to detail, ensure accuracy, think critically and problem solve, apply logic, and produce high-quality results. Candidates should also possess the ability to deal tactfully with the agencies under evaluation, coworkers, and others. Analysts must be able to exercise good judgment in assessing situations and making decisions, and to express ideas clearly, concisely, and convincingly.

Economists/Financial Analysts will need to understand the financial structures of agencies and State government in general, be able to conduct complex quantitative analyses, determine the fiscal impacts of proposed policy, and have experience analyzing large data sets. This position also supports research and drafting of content unrelated to economics or fiscal matters.

Primary Responsibilities:

The role of an Economist/Financial Analyst is to support LOFT’s evaluations through development of quantitative and qualitative methodologies, providing quality assurance to financial reviews, and, at times, modeling the economic impact of policies or proposed policies. All staff members of LOFT must objectively determine whether taxpayer expenditures are producing desired results and assist in developing recommendations to improve Oklahoma state government. LOFT staff employ a varied range of skills, including fiscal and economic analysis, data analysis, review of processes, compiling observations from field work, conducting interviews, examining legislative intent, reviewing statutes and administrative code, conducting surveys, statistical analysis and research. An Economist/Financial Analyst will contribute to evaluation projects that are completed by a team and must be able to work collaboratively and meet deadlines, resulting in written reports and in-person presentations.

Skills Required:

  • Ability to work both independently and in a team dynamic
  • Experience in statistical and economic analysis, preferably within State government
  • Ability to clearly present findings, conclusions, and recommendations
  • Ability to be objective, non-partisan, and non-biased in all work
