PAY AND FAIR LABOR STANDARDS ACT (FLSA) STATUS:

Pay Range:  415

Hourly Rate:  $23.66 - $36.62 

FLSA Status:  Non-Exempt

The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

This position may be underfilled as Code Inspector Provisional with a pay range of 413 - $21.66 - $33.62 hourly.

ELIGIBILITY LIST PREFERENCE ORDER

Full-time City employees will receive preference in the following order: major division first, then department, then all other full-time City employees. Part-time/year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time/year-round City employees, external applicants will then be considered (when the vacancy is open to external applicants).

POSITION DESIGNATION 

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019.   This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

JOB SUMMARY  

This posting will be used to fill a current vacancy in the Code Enforcement Division of the Development Services Department within the City of Oklahoma City and is under the direction of an immediate supervisor. An eligibility list will be established or supplemented for filling future vacancies, per provisions of the AFSCME collective bargaining agreement. Code Inspector I’s are responsible for the application of municipal business licensing, nuisance abatement, and zoning codes and ordinances. Essential job functions include: exchanging information with citizens regarding the interpretation of codes and ordinances, when investigating complaints and while conducting inspections to determine if City ordinance and code violations have occurred; verifying and enforcing municipal licensing requirements for business operations, occupancy, etc.; researching and compiling property and land use information; and preparing reports, notices, and citations regarding identified code violations. The Code Inspector I must use tact and diplomacy in dealing with irate citizens, business owners, outside agencies, etc. Violations of municipal codes and ordinances may require field inspections and evidence collection for possible use in court testimony. The position works closely with citizens to explain and interpret how codes and ordinances apply to individual cases. Employees are responsible for decisions made concerning the application and/or interpretation of municipal ordinances as they apply to individual situations. Inspections are frequently carried out independently, requires local travel, and the use of a motor vehicle. Work products are reviewed by a supervisor for accuracy and compliance with applicable policies and procedures. 

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement. 

JOB REQUIREMENTS 

  • Skill in researching and interpreting environmental codes and land descriptions.
  • Skill in reading maps and scale.
  • Skill in reading and interpreting legal descriptions.
  • Skill in performing basic arithmetic for property and square footage calculations.
  • Skill in identifying basic components of buildings or structures.
  • Skill in communicating effectively both verbally and in writing using tact and diplomacy.
  • Skill in compiling, organizing, and recording information accurately and legibly.
  • Ability to read, interpret, explain, enforce and apply municipal codes, city ordinances, state statutes, policies and procedures.
  • Ability in performing inspections to determine if code or ordinance violations have occurred.
  • Ability to perform basic functions on assigned electronic devices to perform research, utilize relevant software, build reports/files with words and images.
  • Ability to work independently or as a team.
  • Ability to retain and recall information.
  • Ability to speak clearly and distinctly by telephone and in person.
  • Ability to work with individuals of varied socio-economic backgrounds.
  • Willingness to make decisions and assume responsibility for the work performed.
  • Possession of a valid Oklahoma Code Enforcement Certification.*
  • Possession of a valid driver license (Operator.) 

*NOTE:  Oklahoma State Statutes (11 OK Stat §11-22-111.1 [2014]) require the selected applicant/employee to possess or obtain a valid Oklahoma Code Enforcement Certification within one (1) year of hire/promotion/transfer/demotion.  If the applicant/employee selected does not possess a valid Oklahoma Code Enforcement Certification, that individual will be classified as a Code Inspector Provisional and be compensated at the Code Inspector Provisional salary range until such time as required certification is obtained. 

Continued employment is contingent upon obtaining a valid Oklahoma Code Enforcement Certification within one (1) year of hire/promotion/transfer/demotion.

WORKING CONDITIONS 

  • Primarily outside, exposed to heat, cold, humidity, rain, etc.

Note:  Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.  

PHYSICAL REQUIREMENTS 

  • Flexibility, mobility, and body coordination enough to perform duties, such as, walking over rough terrain, climbing fences, etc.
  • Manual and finger dexterity enough to perform tasks such as operating a keyboard and writing citations.
  • Near vision enough to read documents such as plat maps, code books, and to complete inspections.
  • Color discrimination enough to identify colors of automobiles, etc., for court cases.
  • Far vision enough to perform tasks such as driving a vehicle, performing site inspections, identifying house numbers, etc.
  • Speech and hearing enough to communicate clearly and distinctly by telephone and in person.

OTHER DETAILS

Eligibility List:  An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better.  Multiple selection procedures may be utilized; a minimum of 70 percent or better will be required on each; and the results of multiple selection procedures will be equally weighted.  The eligibility list will be in effect for 90 days from the date of the final selection procedure and will be used to fill future vacancies.

Pay Method:  City employees are required to receive pay electronically, either via direct deposit or pay card.

If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check.  Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
