The Senior Financial Management Support will conduct research and provides inputs to customer program financial management including budget formulation and management for all phases of the Planning Programming Budgeting and Execution process; budget and financial analysis; obligation and expenditure forecasting; funds management, funds status, and funds control techniques and/or systems; and accounting and finance systems and/or procedures.

Duties and Responsibilities:
ā— Conducts financial analysis with narrative justification may be required for quick turnaround budget exercises
ā— Supports funds management including but not limited to research and development, procurement, operations and support funding, ULOs, baselining, audit, and close-out.
ā— Perform contract/financial transaction reconciliation and closeout duties and assist other financial management personnel with reconciliation and contract closeout support. The contract and financial transaction reconciliation and closeout tasks require the contractor to easily navigate, interpret, analyze, and manipulate data in multiple accounting systems and databases to include, but are not limited to, Automated Business Services System (ABSS), CCaRS, CRIS, DTS, and FMSuite.
ā— Assists other financial analysts with the verification of data input accuracy into the various financial/payment systems (i.e., financial and contract data).
ā— Support other financial analysts with the reconciliation of Defense Finance and Accounting Service data to the CCaRS database (or other government selected financial management systems and databases) in support of maintaining accurate accounting data for financial analysis.
ā— Research and assist with the development of funds reconciliation based upon data obtained from various government database systems to include, but are not limited to ABSS, CCaRS, CRIS, DTS, and FMSuite
ā— Address additional sources of information including local government finance offices, program offices, and contractor offices will be investigated, and relevant financial and contracts information retrieved where possible
ā— Use developed software tools which are required to support analysis of the databases leading to reconciliation of obligations versus expenditures
ā— Conducts tasks to include the analysis of commitments, obligations, and expenditures on financial documents and contracts and rectifying these discrepancies.
ā— Provide reconciliation of accounting data, developing accounting status reports, and preparation of program reviews, and dispositioning of unliquidated obligations
ā— Maintain and update a ULO burn down plan; collect data, resolve issues, and complete tasks for the Tri-Annual Review Certification; and complete research required to evaluate a funding overrun or upward adjustment request.
ā— Provide program information, conduct analyses, prepare and present program briefings, document program decisions, effectively communicate with all levels of organizational management, and participate in other various program actions as required

Minimum Requirements:
ā— Must possess MS/MA or higher in business administration, management, accounting, finance, or economics or an MBA. In lieu of a MS/MA or higher or an MBA, a BS/BA degree and fifteen (15) years of relevant experience with the DoD, other government agency, or DoD contractor
ā— Must possess ten (10) years of relevant work experience with the DoD, other government agency, or DoD contractor
