Job Summary 
The Water & Irrigation Department Manager is responsible for the leadership, administration, operation, maintenance, and strategic management of all water distribution, irrigation, pumping, and filtration throughout property. This position combines hands-on technical expertise with management responsibilities, overseeing personnel, budgeting, regulatory compliance, inventory control, preventive maintenance programs, and long-term water resource planning.

Irrigation Department Manager ensures the efficient delivery of water to water customers while promoting sustainability, operational efficiency, and environmental stewardship. This role serves as the primary leader for the club's water management operations and works collaboratively with Agronomy, Facilities, and Club Leadership.

Reporting Structure 
    •     Reports to the General Manager

  • Water Plant Technicians
  • Irrigation Technicians
  • Outside Contractors and Vendors related to water systems

 

Essential Leadership & Management Responsibilities
Department Leadership

•    Lead, develop, train, and mentor water plant and irrigation personnel.
•    Establish departmental goals, performance standards, and operating procedures. 
•    Conduct employee evaluations and provide ongoing coaching and development.
•    Create daily, weekly, and seasonal work schedules. 
•    Foster a culture of safety, accountability, teamwork, and continuous improvement. 
•    Ensure staff are properly trained on equipment operation, safety protocols, and regulatory requirements.
 

Administrative Responsibilities

•    Assist in development and management of annual departmental budgets.
•    Monitor and control labor, equipment, chemical, utility, and repair expenses.
•    Track and analyze water consumption, pumping costs, and irrigation efficiency metrics.
•    Maintain detailed maintenance records, inspections, repairs, inventory, and compliance documentation.
•    Prepare reports and recommendations for senior leadership regarding system performance, capital improvements, and water conservation initiatives.
•    Coordinate vendor relationships, service agreements, and contractor activities. Assist in billing for services rendered.
•    Assist in ensuring customers have agreements and we keep accurate records. 
•    Ensure customers that desire to disconnect our services are disconnected.

Technical Responsibilities
Irrigation Management

•    Oversee all irrigation scheduling, programming, and system optimization.
•    Adjust irrigation schedules to maximize water efficiency.
•    Ensure proper operation of irrigation control systems, central control software, and field devices.
•    Manage installation, repair, and replacement of irrigation lines, valves, sprinkler heads, wiring, and controllers.
•    Manage call allocations for irrigation services and water hook-ups.
 

Water Distribution Systems

•    Oversee all irrigation scheduling, programming, and system optimization. Operate and maintain pumps, lift stations, wells, reservoirs, filtration systems, and distribution infrastructure.
•    Monitor water pressure, flow rates, and system performance.
•    Troubleshoot and resolve operational issues, equipment failures, leaks, or distribution disruptions.
•    Implement preventive maintenance programs for all water-related assets.
•    Coordinate emergency repairs to minimize downtime and service interruptions.

Equipment & Asset Management

•    Maintain inventories of irrigation parts, tools, and equipment.
•    Oversee equipment replacement planning and procurement.
•    Ensure all equipment is maintained in a safe and reliable operating condition.

Regulatory Compliance & Safety

•    Ensure compliance with all local, state, and federal regulations regarding water management and environmental stewardship.
•    Maintain required permits, certifications, inspections, and reporting. 
•    Develop and enforce departmental safety programs.
•    Conduct routine safety meetings and training sessions.
•    Ensure proper use of personal protective equipment (PPE).
•    Promote environmental sustainability and responsible water resource management.


Additional Duties 
•    Perform other duties as assigned by management.  

About You
Qualifications Required
•    High School Diploma, GED, or equivalent.
•    Minimum 5 years of experience in irrigation, water plant operations, water distribution systems, or related fields.
•    Minimum 2 years of supervisory or management experience.
•    Valid driver's license with acceptable driving record.
Preferred 
•    Associate's or Bachelor's Degree in Irrigation Technology, Water Resources, Agronomy, Environmental Sciences, Engineering, or related field.
•    Certification in Irrigation Management, Water Treatment, or Water Distribution.
•    Experience managing golf course irrigation systems.
•    Experience with central irrigation control software and pump station management systems.
•    Knowledge of budgeting, personnel management, and project management.

Knowledge, Skills & Abilities

•    Advanced knowledge of irrigation systems, pumps, filtration systems, sensors, and control software.
•    Strong understanding of water conservation practices and environmental stewardship.
•    Ability to diagnose mechanical, electrical, hydraulic, and control system issues.
•    Strong leadership, communication, and organizational skills.
•    Ability to manage multiple priorities and respond effectively during emergencies.
•    Proficiency with Microsoft Office and maintenance management software.
•    Ability to develop budgets, analyze costs, and manage department resources.


Physical Requirements 
•    Primarily outdoors with frequent exposure to heat, humidity, cold temperatures, rain, and varying weather conditions.
•    Frequent standing, walking, bending, kneeling, climbing, lifting, carrying, pushing, and pulling.
•    Ability to lift and carry up to 100 pounds.
•    Ability to work near pumps, construction equipment, and maintenance machinery.
•    Ability to safely handle water treatment chemicals and related materials.


Work Schedule 
•    Regular attendance as outlined by the department schedule.
•    Availability for early mornings, evenings, weekends, and holidays as operational needs require.
•    Must be available for emergency response related to irrigation failures, pump station issues, water outages, or severe weather events.
•    Additional hours may be necessary to support seasonal demands and critical projects.

This role is both a strategic leader and hands-on operator.
