Job Description
OCTA is seeking a Rail Maintenance of Way Administrator to plan, organize, and oversee maintenance activities across assigned rail corridors. This role ensures day-to-day contractor operations are conducted efficiently, safely, and in full compliance with regulatory requirements. The position plays an essential role in protecting rail infrastructure, responding to incidents, and supporting long-term right-of-way maintenance strategies.
This is a non-exempt position in Salary Grade 185: Min $38.71 – Mid $46.24 – Max $53.76 per hour. The starting salary will be within this range based on qualifications.

What You’ll Do
Supervise the contract that ensures all rail property maintenance functions are performed. Oversees contractor work crews performing right-of-way maintenance, including assigning work, resolving issues, and preparing activity reports.
Monitor contractor performance to ensure compliance with contract requirements and quality standards.
Monitor maintenance activities performed by SCRRA to ensure OCTA goals and objectives are met.
Conduct right-of-way inspections in all weather conditions, identifying issues and making recommendations to management.
Implement short- and long-term vegetation, security, and safety maintenance plans.
Administer right-of-way maintenance contracts and ensure compliance with FRA, CPUC, and SCRRA safety regulations.
Serve as the first responder for incidents on or adjacent to agency-owned right-of-way.
Analyze issues and develop cost-effective solutions to maintain safe and reliable corridor conditions.
Build strong working relationships with adjacent property owners, city and county personnel, law enforcement, code enforcement, and transit police.
What We’re Looking For
Bachelor’s degree in a related field and minimum of three years of relevant experience,
or associate’s degree with five years of experience,
or high school diploma with seven years of experience.At least three years of right-of-way property maintenance experience, including supervisory and contract administration.
Knowledge of rail right-of-way maintenance practices, vegetation management, safety regulations, and contractor oversight.
Strong communication, relationship-building, and problem-solving skills.
Ability to perform field inspections and respond to incidents in varying environmental conditions.
