Job Description

OCTA is seeking a Rail Maintenance of Way Administrator to plan, organize, and oversee maintenance activities across assigned rail corridors. This role ensures day-to-day contractor operations are conducted efficiently, safely, and in full compliance with regulatory requirements. The position plays an essential role in protecting rail infrastructure, responding to incidents, and supporting long-term right-of-way maintenance strategies.

This is a non-exempt position in Salary Grade 185: Min $38.71 – Mid $46.24 – Max $53.76 per hour. The starting salary will be within this range based on qualifications.

What You’ll Do

  • Supervise the contract that ensures all rail property maintenance functions are performed. Oversees contractor work crews performing right-of-way maintenance, including assigning work, resolving issues, and preparing activity reports.

  • Monitor contractor performance to ensure compliance with contract requirements and quality standards.

  • Monitor maintenance activities performed by SCRRA to ensure OCTA goals and objectives are met.

  • Conduct right-of-way inspections in all weather conditions, identifying issues and making recommendations to management.

  • Implement short- and long-term vegetation, security, and safety maintenance plans.

  • Administer right-of-way maintenance contracts and ensure compliance with FRA, CPUC, and SCRRA safety regulations.

  • Serve as the first responder for incidents on or adjacent to agency-owned right-of-way.

  • Analyze issues and develop cost-effective solutions to maintain safe and reliable corridor conditions.

  • Build strong working relationships with adjacent property owners, city and county personnel, law enforcement, code enforcement, and transit police.

What We’re Looking For

  • Bachelor’s degree in a related field and minimum of three years of relevant experience,
    or associate’s degree with five years of experience,
    or high school diploma with seven years of experience.

  • At least three years of right-of-way property maintenance experience, including supervisory and contract administration.

  • Knowledge of rail right-of-way maintenance practices, vegetation management, safety regulations, and contractor oversight.

  • Strong communication, relationship-building, and problem-solving skills.

  • Ability to perform field inspections and respond to incidents in varying environmental conditions.
