Summary

SummaryAll Native Group, a Division of Ho-Chunk Incorporated, is seeking a Construction Program Manager to deliver complex construction projects for the U.S. Army Corps of Engineers and Naval Facilities Engineering Systems Command. This position can be located in Long Island, NY Orlando, FL or Jacksonville, FL or can potentially be remote with a great deal of travel to these areas.

 

The Construction Program Manager is responsible for the overall management, execution, and financial performance of USACE and NAVFAC projects. This role leads project teams from award through closeout, ensuring compliance with contract requirements, schedule milestones, quality standards, and safety regulations.

      

Essential Functions

  • Manage all phases of federal construction projects from preconstruction through closeout
  • Serve as the primary point of contact with Government Contracting Officers, CORs, and QA personnel
  • Ensure compliance with USACE and NAVFAC contract documents, specifications, and quality requirements
  • Direct and coordinate Superintendents, Quality Control Managers, SSHOs, and subcontractors
  • Oversee project schedules, budgets, cost controls, and change management
  • Review and approve submittals, RFIs, and change orders
  • Ensure Quality Control Plans and Safety Plans are implemented and enforced
  • Monitor subcontractor performance, productivity, and compliance
  • Maintain accurate project documentation, reporting, and communication with stakeholders
  • Support project turnover, commissioning, and closeout processes

 

Supervisory Responsibility 

Will supervise Superintendents, Quality Control Managers, SSHOs, and subcontractors

 

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

 

Education

  • Degree in Construction Management, Engineering, or related field 

Additional Eligibility Qualifications

  • Experience with design build federal projects
  • Background in vertical construction, healthcare, military, or secure facilities
  • Experience managing multiple concurrent federal projects
  • Additional certifications such as PMP or CCM a plus

Travel

Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.
