Position Overview

This position is responsible to ensure that Portland Cement Concrete (PCC) and related mixtures produced within the limits of District 3 are of high quality and in accordance with all applicable procedures, policies, and specifications maintained by the Illinois Department of Transportation (IDOT). 

Essential Functions

  • Provides technical Portland Cement Concrete (PCC) expertise to PCC producers and district construction staff.
  • Troubleshoots and remedies PCC issues in real time.
  • Ensures all PCC work is inspected in accordance with the Illinois Department of Transportation’s (IDOT) policies and specifications.
  • Provides technical recommendations to the Mixtures Control Engineer.
  • Trains, motivates, and evaluates assigned personnel.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering, or a job related technical/science curriculum PLUS six years of engineering experience OR eight years of engineering experience.

Preferred Qualifications

  • Supervisory experience.
  • Knowledge of highway and bridge construction practices.
  • Working knowledge of the Microsoft Office software.
  • Working knowledge of the Construction and Materials Management System (CMMS).

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Valid driver’s license.
  • Ability to travel extensively within the district and occasionally statewide.
  • Certification in Aggregate Technician (Mixtures Aggregate Technician plus 2-day upgrade or 5-day Aggregate Technician), PCC I, PCC II, and ACI I. Recertification, if required by certifying body, is also required.
  • Certification in PCC III OR the ability to become certified within 12 months of hire.
  • Ability to work overtime as necessary.
  • Successful completion of a background screening.
