Position Summary

The Supportive Housing Program Manager is responsible for overseeing all operations, programming, and staff within the sober living home. This position manages a team of residential staff, drives program development, ensures compliance with legal and organizational standards, and executes strategic decisions to maintain a high-quality, recovery-focused environment. The Program Manager holds hiring and disciplinary authority for residential staff, manages budgets, and sets policies to advance organizational goals.

Essential Duties and Responsibilities

Staff Management and Leadership

  • Directly supervise, schedule, and evaluate at least two full-time residential employees, providing coaching, training, and performance feedback.
  • Conduct interviews and make hiring, promotion, and disciplinary decisions for residential staff.
  • Lead regular staff meetings and ensure proper implementation of organizational standards and practices.
  • Develop, implement, and update staff training programs and performance metrics.

Program Operations and Development

  • Design and implement new programming and recovery initiatives for residents; assess effectiveness and make strategic improvements.
  • Oversee compliance with organizational guidelines and state/federal regulations, developing policies as needed.
  • Develop and administer the household operating budget, monitor expenses, and approve purchases for supplies and maintenance.
  • Establish and maintain partnerships with community organizations and service providers to enhance program offerings.

Resident Services Oversight

  • Oversee resident services and ensure all operations are aligned with best practices in recovery and supportive housing.
  • Respond to significant resident issues, crises, and policy violations; delegate routine supervision to staff.
  • Collect and analyze program data to drive continuous improvement.

Communication and Reporting

  • Serve as primary liaison to the Executive Director and organizational leadership, providing regular updates, analysis, and recommendations.
  • Prepare and present program performance reports, budgets, and improvement plans.

Qualifications

  • Bachelor’s degree (required); advanced degree in social services, human services, psychology, or related field (preferred).
  • At least two years in a supervisory role, ideally within recovery housing or behavioral health.
  • Demonstrated experience in staff management, organizational leadership, and budget administration.
  • Excellent judgment, organizational, and communication skills.

Work Schedule

  • Full-time, salaried. Position may require periodic evening or weekend work for emergencies, oversight, or program events.
  • On-call responsibilities for high-level emergencies only.

Work Environment

  • Professional, administrative, and residential settings; some local travel for meetings or community relations required.
