Job Summary:Â
This is independent hydrologic work contributing to the development and application of surface water and groundwater flow models to support the development of water resource management strategies, regulatory evaluation, and minimum flows and levels assessment.
Job duties include:
- Performs complex hydrologic studies, including developing and updating continuous simulation hydrologic and hydraulic models including HSPF, HEC‑HMS/HEC-RAS, SWMM, and Stormwise(formerly ICPR4), as well as statistical models to support Minimum Flows and Levels (MFLs) development and assessment. Determines appropriate analytical methods and modeling approaches; conducts model calibration and validation for watershed, stream/river, and lake simulations; evaluates data needs and limitations.
- Supports development of Regional Water Supply Plans and MFLs prevention and recovery strategies; Works with inter-disciplinary teams and stakeholders to develop practical and effective prevention and recovery strategies for water bodies with established and proposed MFLs.
- Participates in the production of technical reports summarizing data analysis, model development, calibration, validation, and long-term simulations;including writing and editing technical reportsand reviewing reports produced by colleagues.
Knowledge Of:
Fundamentals of water resources engineering, specializing in surface water hydrology and hydraulics; development of watershed models (HSPF, HEC-HMS/RAS, Stormwise, and SWMM) to perform hydrologic and hydraulic computer simulations. Proficient in computer programming and ArcGIS Pro applications. Conducting statistical analysis of hydrological and geospatial datasets using Python or R. Model calibration, statistical evaluation, and validation, and technical writing and communication.
Discussing and presenting scientific work in a clear and concise manner.
Skilled In:
Development and application of hydrologic models (e.g., HSPF, HEC-HMS) and hydraulic models (e.g., HEC-RAS, SWMM, and Stormwise), along with analysis/interpretation of model output data. Automating model input preparation and output data processing using Python or R. Performing geospatial data processing using ArcGIS Pro.
Ability To:
Write comprehensive technical documents and reports using word processing and related software. Communicate effectively with District staff; solve complex engineering problems; Work collaboratively and professionally with multi-disciplinary project teams; and produce high-quality results independently and within project teams.
Minimum Qualifications:
Engineer Scientist II requires a bachelor's degree from an accredited college or university in hydrology, water resources engineering, hydrogeology or related field and one year of professional experience in hydrogeology, hydrology, or related field.
Engineer Scientist III requires a bachelor's degree from an accredited college or university in hydrology or a related field and four years of professional experience in hydrology relating to water resources engineering.
A master’s degree from an accredited college or university in hydrology, water resources engineering, and hydrogeology can substitute for one year of the required experience.Â
A doctorate from an accredited college or university in hydrology, water resources engineering, and hydrogeology can substitute for the required experience.Â
Experience as described above can substitute on a year-for-year basis for the required education
Physical Requirements/Working Environment:
Mostly office environment sitting at a desk and operating a personal computer to produce work products with some field visits as required.
Licenses:
Requires a valid Florida driver's license.
Travel:
Requires travel to attend off-site meetings, sometimes outside of normal business hours including overnight. Ability to drive oneself to and from meetings.Â

Engineer Scientist II: $57,324.80 - $71,635.20
Engineer Scientist III: $67,496.00 - $87,734.40
Starting salary is based on qualifications and experience.
