Our Roots

Sharyland Water Supply Corporation was established in May of 1968 for the purpose of providing safe, affordable drinking water to the rural communities in and around Mission, McAllen, and Edinburg. We continue to strive in that endeavor.

Sharyland Water Supply Corporation was created by a group of determined, community-minded men in the 1960's. With the help of Farmers Home Administration, a loan was acquired and construction began to build a rural water system. Initially, 700 property owners committed to take water service once construction was complete. Today, more than 50 years later, there are over 19,000 water connections on the system.

The Corporation has approximately 100 square miles of Certified Area, 800 miles of water lines, three water plants, four elevated storage tanks and plans for additional water system improvements in the works.

The Corporation has over 100 employees and a 7 person Board of Directors, all of whom are dedicated to the job required to ensure that Sharyland Water Supply Corporation continues to be the best it can be.

Scope of the Role

As Finance Manager, you hold senior-level ownership of SWSC’s financial stewardship—protecting resources, strengthening transparency, and enabling affordable, reliable water service through disciplined planning. You will lead and shape core finance operations while advising the General Manager and supporting Board-ready decision making.

Key responsibilities include:
- Direct budgeting, forecasting, cash management, rate and affordability analysis, and capital planning
- Maintain strong internal controls across procurement, billing/revenue, and financial close
- Lead audits, regulatory/financial reporting, and documentation standards
- Support debt, grant, and financing transactions; monitor compliance and covenants
- Develop, coach, and hold accountable a capable, service-oriented finance team

Required qualifications/skills:
- 5–10+ years progressive finance leadership with complex reporting and controls
- Strategic analysis, execution discipline, and high-integrity confidentiality
- Clear communication with executives, directors, auditors, lenders, and regulators

A Typical Day

Your day starts onsite in Alton with a quick scan of cash position, key variances, and any billing or collection signals that could affect near-term liquidity. From there, you move between focused analysis and high-trust conversations—aligning Operations, Distribution, Planning, IT, Billing, and HR on what the numbers mean for near-term execution and long-range capacity.

You’ll spend time refining assumptions for budgets and forecasts, pressure-testing scenarios tied to growth and infrastructure needs, and ensuring leadership has clear, decision-ready options. Some days include preparing concise materials for Board discussions or coordinating with external partners on audit, reporting, or financing milestones.

The rhythm is steady Monday–Friday, with additional hours during close cycles, budget development, audits, financing transactions, emergencies, and Board preparation—when your judgment and pace set the standard for the team.
