Job DetailsJob Location: TEP Rocky Mountain - Parachute, CO 81635Salary Range: $160,000.00 - $200,000.00 Salary/yearJob Summary The HSER Manager provides strategic leadership and direct ownership for Health, Safety, Environmental, and Regulatory (HSER) performance across Flywheel’s operations. This role drives safe, compliant, reliable, and sustainable activities through principled entrepreneurship, risk-based decision-making, and influence-focused culture change. The position focuses on building high-performing teams of HSER professionals, field personnel, and cross-functional partners, while maintaining full compliance with Federal, State, and Local regulations. Key Responsibilities Leadership & Culture — Model Flywheel’s core behaviors in all interactions; act as a strong team player who is driven, humble, and people-smart; promote positive behaviors, eliminate negative ones, and foster a collaborative, high-accountability environment. Train team members on current HSER policies, procedures, and processes and adapt to emerging regulations. Performance Management & Talent Development — Lead team performance through monthly one-on-one meetings, quarterly evaluations, and ongoing coaching; document clear roles, responsibilities, and expectations for direct reports, linking them to business impact; identify skill gaps and provide training, mentoring, and development opportunities to build capability and engagement. Strategic Alignment & Measurement — Ensure team initiatives align with company priorities and adjust as needed based on real-world conditions; define and track meaningful KPIs to measure team success and progress. Propose and implement strategies to address various HSER risks – Protecting People, Property, and the Environment. Technical & Operational Leadership — Oversee development, implementation, and execution of the Company’s overall HSER Strategy – Policies, procedures, and processes that drive current and future business objectives while ensuring compliance with applicable local, state, and federal regulations. Collaboration & Compliance — Work closely with cross-functional teams to execute strategies and improve communication between engineering and field operations; champion full compliance with health, safety, environmental, and regulatory standards; lead incident investigations, root-cause analyses, audits, and reporting. Stakeholder Management — Work directly with internal and external stakeholders to guide Environmental, Social and Governance (ESG) methodologies that reduce emissions, positively impact community, and allow transparent operational decision making. Develop and manage a sustainable Contractor Management Program through 3rd party consortium, to ensure the use of qualified and trained vendors with aligning HSE expectations. QualificationsRequired Qualifications  Bachelor's degree in HSE (engineering preferred) (professional certification such as CSP preferred). Proficiency in Microsoft Office Suite, HSE Incident Management Software, and Root Cause Analysis Methodologies. 8 years of HSE or equivalent experience in upstream oil and gas. Advanced knowledge of Federal and State HSER regulations coupled with Regulatory Compliance, and Government Relations experience. Role routinely operates in both a professional office environment as well as a field environment. Full time, Exempt role with the potential for varying days and work hours depending on workload and needs of the Company. Travel to Parachute, Colorado required. Technical expertise and problem-solving abilities in HSE, Regulatory Compliance, and Government Relations. Familiarity and understanding of oil gas operations (production, maintenance, construction, drilling, completions, and workover). Excellent presentation and project management skills. Preferred Qualifications Experience in Colorado Regulatory and/or Piceance basin. Prior involvement in asset acquisitions, integration, or new developments.  Quantitative Risk Analysis Compensation & Benefits Pay range: $160,000 – $200,000 per year depending on experience, education, knowledge, skills, and abilities of the applicant Compensation package includes an annual bonus eligibility Eligible for Flywheel’s robust and competitive benefits package: medical, dental, vision, life, disability, 401(k), holidays, and other benefits.
