JOB SUMMARY:

The Manager Workforce Program Delivery plays a critical role in advancing the Community College of Rhode Island’s mission as the state’s workforce provider by managing the design, planning, execution, and continuous improvement of industry-aligned workforce programs.

Working in close collaboration with a Director for designated industry sector(s), this position supports the full lifecycle of workforce initiatives, from program planning and launch through implementation, monitoring, and delivery. The Manager serves as a central connector across internal college functions and external partners, ensuring workforce programs are delivered efficiently, equitably, and aligned with employer needs, learner success, and institutional priorities.

In collaboration with the Director(s), this role supports new business development and program sustainability, including operational planning for new workforce offerings and the development of pricing and cost models. The Manager works closely with various departments such as Recruitment, One-Stop, Advising, Career Services, Finance, Student Financial Services, and others to ensure a seamless, student-centered experience from inquiry and enrollment through completion, career transition, and, as applicable, return for academic programs.

DUTIES AND RESPONSIBILITIES:

  • Provide high-quality service to students, employers, partners, and stakeholders

Program Management & Execution

  • Support the full lifecycle of workforce programs from planning through completion

  • Translate program goals into actionable project plans

  • Manage daily operations across locations and modalities

  • Resolve operational barriers affecting delivery or quality

  • Design project plans to ensure a positive and efficient student experience

Stakeholder Coordination & Collaboration

  • Serve as liaison among internal teams and external partners

  • Coordinate cross-functional collaboration with Recruitment, One-Stop, Advising, Career Services, Student Financial Services, academic units, institutional research, and finance teams

  • Ensure operational alignment supporting seamless learner onboarding, progression, and completion

New Business Development & Program Sustainability

  • Collaborate with the Director(s) to support new business development and new program launches

  • Provide operational input for employer proposals, customized training agreements, and contracts

  • In collaboration/support of Director(s), assess staffing and resource needs to support scalable growth.

  • Identify any needs, as necessary

Operational & Administrative Support

  • Manage scheduling and logistics, including facilities, technology, materials, and equipment needs

  • Coordinate enrollment, registration, attendance, and completion tracking

  • Support financial tracking related to grants, contracts, invoices, and travel expenses

  • Maintain accurate records for compliance and reporting

Instructor & Staff Coordination

  • Recruit, onboard, schedule, and support instructors and trainers

  • Coordinate instructional assignments and timesheets

  • Support instructional quality and continuous improvement

Process Improvement & Project Connect Alignment

  • Identify workflow inefficiencies and recommend improvements

  • Support adoption of modern workforce systems and practices

  • Apply Project Connect principles to improve enrollment, pricing transparency, and cross-unit coordination

  • Ensure effective program delivery by launching workforce programs on time, resolving delivery issues promptly, and maintaining high operational standards.

  • Advance a seamless, student-centered experience by improving enrollment-to-start conversion, program completion, reducing handoffs across student service teams, and incorporating participant feedback.

  • Drive operational effectiveness and compliance through accurate scheduling, enrollment tracking, and adherence to institutional and funding requirements.

  • Support business development and program sustainability by utilizing pricing and cost model templates and ensuring operational readiness of new workforce offerings.

  • Strengthen performance monitoring and improvement by producing timely leadership reports and using data to inform continuous improvement.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree

  • Experience managing workforce programs or complex initiatives

  • Strong project management and communication skills

  • Proficiency with spreadsheets, databases, and office software

PREFERRED QUALIFICATIONS:

  • Experience working with employers or industry partners

  • Experience in a community college or workforce development setting

  • Familiarity with pricing models, grant-funded programs, or performance reporting
