COMMERCIAL APPRAISER

Position Summary

The Commercial Appraiser for the Osceola County Property Appraiser (OCPA) is responsible for collecting, analyzing, and reviewing data and information using accepted appraisal methods and assessment tools, including cost, market, and income approaches for the valuation of assigned improved and vacant commercial properties to produce and maintain an accurate tax roll.

Experience, Education, and Skills

Required:

  • High school diploma or GED and a minimum of four years’ appraisal experience.
  • Certified Florida Evaluator (CFE) designation or an equivalent. 
  • Knowledge of Department of Revenue (DOR) rules and regulations and Florida Statutes pertaining to commercial property appraisals and ad-valorem property taxation. 
  • Knowledge of real estate appraisal methods (including cost, market, and income approaches) and techniques, commercial building components, construction techniques, and materials that can impact property value. 
  • Knowledge of the geographical layout of Osceola County, section maps, plats, surveys, sketches, aerial photographs, land use and zoning regulations, blueprints, legal property descriptions, and real estate sales data. 
  • Proficient in using Microsoft Office applications (especially Word and Excel).
  • Technical orientation and aptitude to learn and apply new software applications.
  • Willingness to safeguard the confidentiality of sensitive information. 
  • Must be friendly, approachable, and able to build rapport with others easily. 
  • Ability to communicate and articulate information verbally and in writing clearly, concisely, and effectively; ability to speak in front of a group. 
  • Ability to communicate sensitive issues with tact and diplomacy and to maintain a polite and respectful demeanor under all circumstances.

  • Valid Florida driver’s license and must meet OCPA driving and insurance standards. 

Preferred:

  • Understanding of tax bills, building permits, deeds, and other legal documents.
  • Experience using the Computer-Assisted Mass Appraisal (CAMA) database. 

Job Functions and Duties

  1. Determine accurate valuations for assigned commercial properties. Examine real estate transaction reports, legal documents, deeds, land and building reports, structural data reports, and all information that directly affects a property's value.
  2. Assist with developing and maintaining commercial property valuation models, including income modeling and CAMA adjustments. Analyze and compare market data from internet sources to gather information about sales, income, expenses, rents, cap rates, market trends, and vacancy rates to determine fair market value on all vacant and improved commercial property. Update and maintain data within the CAMA system and validation tables to reflect market conditions.
  3. Complete sales verifications using site visits, public records, and online sources.
  4. Use cost, market, and income approaches to value property. 
  5. Process splits and merges of parcels, map adjustments, cutouts, Errors and Insolvencies (E&Is), tax estimates; complete forms, attach pertinent reports, and calculate the values. 
  6. Prepare, defend, and present petition packets for Value Assessment Board (VAB) hearings. Provide supporting evidence of the accuracy of the assessed value of a property to the VAB and the petitioner. 
  7. Conduct five-year reviews to ensure a property is assessed and inspected accurately for tax purposes in accordance with DOR rules and regulations. Use site inspections, aerial photography, tax roll parcel data, and property maps. Check for changes that were not added or removed by permits from the owner.
  8. Perform research using published data and internet data on comparable sales, income, and expense data, market trends, and market-derived capitalization rates.
  9. Communicate with property owners concerning assessment criteria and answer questions related to property values, Truth in Millage (TRIM) notices, and appraisal techniques prescribed by State Statutes.
  10. Collect, analyze, and review commercial property data to ensure accurate assessments while implementing mass appraisal principles.
  11. Conduct site inspections as needed to verify property descriptions given by the owner and/or contained in blueprints, building permits, Geographic Information System (GIS)/mapping software, and aerial photos.
  12. Assist with local emergency management operations with damage assessment after a natural disaster (e.g., tornado, fire, hurricane).
  13. Keep current with Florida Statutes, DOR rules and regulations, court decisions, procedures, and economic conditions affecting property valuations.
  14. Maintain awareness of new construction and local market trends.
  15. Performs all other duties as assigned.

Working Conditions/Environment

Requires frequent contact with coworkers and the public. Work is performed in an air-conditioned/heated facility, normally at a desk using a telephone, computer, mouse, and keyboard with moderate noise levels.

This position requires full-time hours Monday through Friday, including early morning hours, with occasional extended workdays as needed. This position requires regular, punctual attendance. All work must be performed at the OCPA office or approved field locations (the position is not remote).

Tools and Equipment

Must possess working knowledge of office machines and equipment, including but not limited to computers, tablets, printers, copiers, a variety of software programs and applications, multi-line phone systems, scanners, and other general office equipment. Software applications can include, but are not limited to, CAMA, Sunbiz, ArcMap, Docuphase, NewVision, Zoom, and ScanDox.
