Our staffing services include administrative support, clerical, accounting, payroll, billing, accounts payable/receivable, purchasing, human resources, supervisory roles, utility services, water and wastewater plant operations, property and general services management, building and landscape maintenance, parks and recreation, and senior and community services. FCS specializes in municipal privatization through a task-based approach aimed at improving productivity and efficiency. JOB SUMMARY: The Division Director of Communications is a senior-level position responsible for managing all aspects of the City of Pembroke Pines’ communications efforts, both internal and external to promote, enhance and protect the City’s brand reputation, and ensure accurate, timely and effective information to residents and other City stakeholders. Responsibilities include, but are not limited to, developing and implementing communication strategies and policies, overseeing communications staff, serving as one of the city’s spokespersons, managing public relations/marketing/brand consistency, crisis communications, media outreach; and collaborating with other departments to achieve communications objectives. RESPONSIBILITIES AND DUTIES: Write, edit and work with graphic artist and translator to publish a 24+ page digital newspaper 6x a year in English and Spanish for the City’s website (City Connect). Write, edit and create monthly digital newsletter emailed to residents (Newsflash). View twice monthly Commission meetings and summarize in a digital newsletter on the city’s website with video and agenda hyperlinks (Spotlight). Develop, update and maintain website homepage and various other department pages including City Commission, Communications, Emergency Management, Pembroke Pines Prepared Hurricane section and other resource pages. Design, create and update information for seven digital signs throughout the city. Oversee the development and implementation of the City’s online and electronic media efforts, including the website, electronic communications, social media and audio-visual productions, among other efforts. Monitor all media coverage of the City and evaluate quality and scope of coverage to ensure it is supportive of the image of the City. Oversee City’s TV PEG station on Comcast. Write speeches, letters, editorials, media publication letters, scripts etc. when necessary for Commission and Administration. Approve press releases and coordinate press inquiries. Ensure quality control on all communications and policies are followed. Oversee a team of communications staff. Participates in the development and administration of the Communications Department budget; directs the forecast of additional funds needed for staffing, equipment, materials and supplies, monitors expenditures, and hires needed staff. Serves as one of City’s Public Information Officers (PIOs). Assume additional responsibilities as delegated by the Mayor, Commissioners and/or City Manager. QualificationsREQUIRED EXPERIENCE AND QUALIFICATIONS: Bachelor’s Degree in Communications, Marketing, Public Relations or related field 7+ years experience in community communications with supervisory experience Excellent communication and presentation skills Experience in planning, writing, editing, and production of newsletters, press releases, annual reports, marketing literature, and other print publications and directories are required. Strong understanding of media relations and communication strategies Able to work independently and as part of a team Strong knowledge of social media platforms and emerging technologies Analytical skills to solve problems and find ways to best convey a message The technological ability to work on a variety of digital platforms and create web and mobile content Ability to lead and motivate staff to produce high-level content in various forms PHYSICAL DEMANDS AND WORK ENVIRONMENT: This position is primarily sedentary and requires prolonged periods of sitting at a desk and working on a computer. Frequent use of hands to operate and control office equipment such as computers, phones, and other standard office tools. Occasional walking, standing, bending, or reaching may be required. May occasionally be required to lift and/or move up to 20 pounds. The work is performed in a professional office environment with moderate noise levels and controlled temperatures.
