As an Assistant City Engineer with the City of Pharr, you will play a vital role in supporting the City Engineer in steering the Department's activities. You will oversee Capital Improvement Projects, manage Right of Way acquisitions, and facilitate the Subdivision Process and inspections, ensuring compliance and quality across various Engineering Services. Your responsibilities will include monitoring staff performance, providing technical direction, and delivering training in line with the City Engineer’s guidelines. Additionally, you will investigate citizen complaints and referrals from agencies, recommending effective solutions and liaising with other City departments as necessary.

Requirements for this Assistant City Engineer job

To thrive as an Assistant City Engineer in the City of Pharr, candidates must possess a comprehensive understanding of modern civil engineering practices and technical procedures applicable to municipal government. Proficiency in computer-aided design and drafting, land surveying, mapping, and Geographic Information Systems is essential. Strong management and administration skills are required to effectively oversee engineering design and construction projects, while modern office practices will aid in planning and directing the work of engineers, contractors, technicians, and clerical staff. Candidates must be registered as a Professional Engineer in the State of Texas, with a Registered Professional Land Surveyor designation preferred. The ability to coordinate, plan, and review the work of engineering personnel is crucial, alongside skills in preparing, interpreting, and analyzing development proposals, plans, specifications, and related technical documents.

Effective communication and leadership are key to providing ongoing training, feedback, and direction to Department staff.

Knowledge and skills required for the position are:

  • Knowledge of modern civil engineering practices and technical procedures as they apply to municipal government; modern principles and practices of computer aided design and drafting land surveying and mapping and Geographic Information Systems;
  • Knowledge of modern principles and practices of management and administration as applies to engineering design and construction;
  • Knowledge of modern office practices and procedures and the ability to plan and direct the work of engineers, contractors, technicians, and clerical personnel; and knowledge of all other standards
  • procedures, codes, regulations, and laws affecting area of assignment.
  • Ability to coordinate, plan, organize, direct, and review the work of professional and sub-professional engineering personnel including providing training, feedback, and direction to Department staff.
  • Ability to perform, prepare, interpret, review, and analyze development proposals, plans and specifications and other technical and government documents.
