Role Scope
The City of Pharr is seeking an Internal Compliance Specialist to strengthen internal control and grant compliance across City operations. This role exists to help ensure grant-funded activities are properly supported, compliant, and audit-ready, protecting public resources and program outcomes.
Key responsibilities include planning and performing internal compliance reviews; assessing internal controls and risk; verifying allowability and documentation of grant expenditures; advising departments on federal and state requirements (including 2 CFR Part 200, HUD CDBG, and TxGMS); supporting procurement and financial management compliance; preparing monitoring and technical reports; and recommending corrective actions and process improvements.
Required qualifications/skills:
- Working knowledge of Uniform Guidance, HUD CDBG, TxGMS, and procurement standards
- Experience with compliance reviews, monitoring, and policy/procedure development
- Strong analytical, organizational, and written communication skills
- Ability to interpret complex regulations, maintain confidentiality, and manage competing priorities
- Proficiency in Microsoft Office, especially Excel

A Typical Workday
In this onsite, full-time exempt role, your week is structured around a 40-hour schedule, with flexibility for evening meetings, public hearings, holidays, or weekends when needed. You may start by organizing documentation for a monitoring visit, then shift to reviewing grant files and reconciling support for transactions. Midday often includes coordinating with Finance and department staff to clarify regulatory interpretations and track follow-ups. You’ll also set aside time to research updates to federal or state guidance, document observations, and outline practical improvements that make compliance easier to sustain across programs.
