Business Development & Proposal Manager

Position Summary
Team Clean, Inc. is seeking a highly organized, professional, and motivated Business Development & Proposal Manager to identify, pursue, and secure new business opportunities throughout the Philadelphia metropolitan and Tri-State area. This individual will serve as the primary point of contact for prospective clients and will lead the coordination, tracking, and submission of government, municipal, educational, healthcare, commercial, and private-sector bids and proposals.
The ideal candidate is exceptionally organized, well-groomed, detail-oriented, and capable of managing multiple opportunities simultaneously while maintaining strong client relationships.
Key Responsibilities
Business Development
- Identify and pursue janitorial, facilities maintenance, and specialty cleaning opportunities in the public and private sectors.
- Research and monitor bid platforms, procurement portals, and industry resources for upcoming opportunities.
- Develop relationships with property managers, facility directors, government agencies, educational institutions, healthcare organizations, and commercial clients.
- Generate new leads and schedule meetings with prospective clients.
- Represent Team Clean at networking events, trade shows, and industry functions.
Bid & Proposal Management
- Serve as the company lead for all bid opportunities and proposal activities.
- Track and maintain a comprehensive pipeline of upcoming bids, renewals, and RFP opportunities.
- Attend pre-bid conferences, walkthroughs, site visits, and mandatory bidder meetings.
- Coordinate all aspects of bid responses, proposals, qualifications packages, and supporting documentation.
- Work closely with operations, finance, HR, and executive leadership to gather information required for RFP submissions.
- Ensure all proposals are accurate, complete, compliant, and submitted on time.
- Maintain proposal templates, certifications, references, licenses, and required company documents.
Client Relations
- Serve as the first point of contact for prospective customers.
- Respond promptly to inquiries regarding company services and capabilities.
- Develop and maintain strong professional relationships with clients and procurement officials.
- Manage follow-up communications and opportunity tracking.
- Coordinate client site visits and presentations.
Administrative & Reporting
- Maintain detailed bid calendars and opportunity tracking systems.
- Provide weekly reports on bid activity, proposal status, new opportunities, and sales pipeline.
- Track awarded contracts, pending proposals, and renewal opportunities.
- Maintain accurate CRM and business development records.
Required Qualifications
- Minimum 3 years of business development, sales, proposal management, or contracting experience.
- Experience responding to RFPs, RFQs, IFBs, and government procurement opportunities preferred.
- Strong organizational and project-management skills.
- Excellent written and verbal communication abilities.
- Ability to manage multiple deadlines simultaneously.
- Proficiency with Microsoft Office, Outlook, Excel, Word, Teams, and CRM systems.
- Valid driver's license and reliable transportation.
Preferred Qualifications
- Experience in the janitorial, facilities management, building services, or commercial cleaning industry.
- Knowledge of government contracting and public procurement processes.
- Existing relationships within the Philadelphia and Tri-State commercial real estate, healthcare, education, or government sectors.

Compensation: Base Salary + Commission + Performance Incentives
