JOB SUMMARY:

To promote the mission of PATH by helping individuals achieve a more independent and fulfilling life through the coordination and administration of client financial and residential services that support individuals served across the organization's Behavioral Health and Intellectual Disability programs. Responsible for administering Representative Payee and Non-Representative Payee services, benefits eligibility, Medical Assistance (MA), Social Security Administration (SSA/SSI/SSP) benefits, Room and Board administration, HUD income verification, and related benefit applications, renewals, recertifications, and client financial records. Ensures compliance with applicable federal, state, licensing, funding source, and agency requirements while safeguarding client financial resources, supporting residential service requirements, and promoting continuity of benefits and services.

QUALIFICATIONS:

Bachelor’s degree in finance, Accounting, Economics, or Business Administration preferred but Associates Degree and 5 years specific experience in lieu of Bachelor’s Degree; At least 3-5 years’ specific experience or equivalent combination or education and experience, in program coordination of benefits, client financial services, bookkeeping financial reporting and analysis, Non-Profit accounting and compliance experience preferred; Must have valid Driver's License and insured vehicle;  Excellent computer skills; proficiency with Microsoft products (Excel/Word), PA COMPASS, SSA Administration Site, and other current financial platforms

SPECIFIC DUTIES:

Residential Client Financial Services, Eligibility & Compliance

1.  Maintain the accuracy, completeness, and integrity of the Residential Client Financial Services database by updating client eligibility, Representative Payee and Non-Representative Payee information, Room and Board records, Medical Assistance (MA), Social Security Administration (SSA/SSI/SSP), Supplemental Nutrition Assistance Program (SNAP), Low-Income Home Energy Assistance Program (LIHEAP), HUD documentation, and other supporting financial information in a timely manner. 

2.  Develop, maintain, and monitor tracking systems, dashboards, and renewal schedules to ensure timely completion of applications, renewals, recertifications, redeterminations, and appeals related to Medical Assistance (MA), Social Security Administration (SSA/SSI/SSP), Supplemental Nutrition Assistance Program (SNAP), Low-Income Home Energy Assistance Program (LIHEAP), Rent Rebate, HUD, Room and Board agreements, Representative Payee activities, and other client financial service requirements.

3.  Ensure compliance with applicable federal, state, local, licensing, funding source, and agency requirements, including ODP Chapters 6100 and 6400, Medical Assistance (MA), Social Security Administration (SSA), HUD, Representative Payee, and other client financial service regulations.

Representative Payee & Client Financial Management

4.  Manage Representative Payee and Non-Representative Payee financial activities in accordance with Social Security Administration (SSA) requirements, agency policies, and applicable regulations. 

5.  Process expenditure requests from Representative Payee accounts, coordinate with Finance & Accounting to verify available funds, and ensure expenditures are properly documented and supported. 

6.  Reconcile Representative Payee accounts, monitor client financial transactions, investigate discrepancies, and resolve outstanding issues in a timely manner. 

7.  Prepare and submit required Representative Payee accounting reports, documentation, and annual reporting to the Social Security Administration (SSA). 

8.  Maintain accurate records of client income, expenditures, savings, burial reserve accounts, PA ABLE accounts, banking relationships, and other assigned financial resources. 

9.  Maintain accurate and current documentation of client benefits and financial resources, including Medical Assistance (MA), Social Security Administration (SSA/SSI/SSP), Supplemental Nutrition Assistance Program (SNAP), Low-Income Home Energy Assistance Program (LIHEAP), Rent Rebate, HUD documentation, Room and Board agreements, Representative Payee and Non-Representative Payee activities, life insurance, burial reserve accounts, and other applicable client financial records. 

Room & Board & Housing Administration

10.  Coordinate the execution, maintenance, and annual review of Room and Board Agreements to ensure compliance with agency policies, ODP Chapters 6100 and 6400, and applicable regulatory requirements. 

11.  Calculate, monitor, and update Room and Board charges based on changes to client income, Social Security Administration (SSA/SSI/SSP) benefits, and other applicable funding sources to ensure individuals are charged accurately, are not overcharged, and remain in compliance with applicable regulatory requirements.

12.  Coordinate with Residential Programs, Housing, Representative Payees, third-party payees, and client representatives to obtain required documentation and ensure timely execution of Room and Board agreements and collection of payments.

13.  Coordinate HUD income verification, annual recertifications, interim certifications, and other housing-related financial documentation to maintain compliance with HUD requirements. 

Collaboration, Training & Continuous Improvement

14.  Serve as the primary liaison between Residential Programs, Behavioral Health, Housing, Revenue Operations, Finance & Accounting, external agencies, and client representatives to coordinate client financial services, resolve issues, and ensure continuity of benefits and financial support.

15.  Develop, maintain, and update standard operating procedures (SOPs), workflows, reference guides, and training materials related to client financial services, eligibility, Representative Payee, Room and Board, and HUD administration. 

16.  Provide guidance, technical assistance, and training to program staff regarding client financial services, eligibility, documentation requirements, regulatory compliance, and agency procedures.

17.  Participate in the implementation, testing, enhancement, and ongoing optimization of client financial services databases, workflow automation, reporting tools, and other technology solutions to improve operational efficiency, data integrity, and customer service.
