This role involves planning and managing all phases of construction, working with architects, engineers, and subcontractors, and handling resource allocation, budgeting, and safety compliance. The Construction Manager plays a crucial role in managing the workflow and providing direction, ensuring that projects are executed efficiently and meet regulatory requirements. This role requires a strong leader who can manage teams, communicate effectively with stakeholders, and navigate the complexities of large-scale infrastructure projects.   All duties shall be carried out in compliance with the client’s policies and procedures and state statutes.   Responsibilities   Project Planning & Execution Plan, coordinate, and oversee construction activities from pre-construction through project closeout. Review project objectives, schedules, budgets, contracts, and technical requirements to ensure alignment with project goals. Develop and implement construction management plans, phasing strategies, and execution approaches. Monitor contractor performance and ensure adherence to project requirements, specifications, and quality standards. Construction Oversight Monitor all on-site construction activities associated with project delivery. Conduct regular site inspections and field observations to verify compliance with design documents, safety requirements, and contractual obligations. Coordinate construction sequencing, outages, access restrictions, and operational impacts with project stakeholders. Review contractor work plans, schedules, submittals, and construction methodologies. Project Controls Monitor project budgets, cost forecasts, schedules, and key performance indicators. Evaluate schedule performance and identify potential delays or cost impacts. Support project controls activities, including schedule updates, cost reporting, risk registers, and earned value measurements where applicable. Identify opportunities for cost savings and schedule optimization. Contract Administration Administer construction contracts and ensure compliance with contract requirements. Review pay applications, change orders, requests for information (RFIs), and contract modifications. Assist with the evaluation, negotiation, and resolution of claims, disputes, and Requests for Equitable Adjustment (REAs). Support procurement activities, contractor selection processes, RFQ/RFP reviews, and alternative delivery methods including Design-Build and GC/CM. Stakeholder Management Serve as a primary liaison between clients, contractors, architects, engineers, regulatory agencies, and project stakeholders. Facilitate coordination meetings and ensure timely communication of project issues, risks, and decisions. Coordinate with operations, maintenance, environmental, safety, security, and permitting teams to support project implementation. Prepare and present project status reports to management and clients. Risk Management Identify project risks and develop mitigation strategies to minimize impacts to scope, schedule, budget, and operations. Monitor project issues and proactively implement corrective actions. Participate in constructability reviews and project readiness assessments. Safety & Quality Promote and enforce a culture of safety throughout project execution. Ensure compliance with OSHA requirements and applicable federal, state, and local regulations. Verify implementation of quality assurance and quality control programs. Lead corrective action efforts related to quality or safety deficiencies. Leadership & Team Development Lead, mentor, and support project teams, inspectors, and field personnel. Foster collaboration among multidisciplinary teams and project stakeholders. Support staffing plans and resource allocation efforts to meet project objectives. QualificationsQualifications Strong knowledge of construction management principles, methodologies, and industry best practices. Comprehensive understanding of project delivery methods, including Design-Bid-Build, Design-Build, and GC/CM. Experience with project controls, cost management, scheduling, and forecasting. Knowledge of contract administration, procurement processes, claims management, and change management. Strong understanding of construction codes, safety regulations, and quality standards. Excellent leadership, communication, negotiation, and organizational skills. Proficiency in project management and scheduling software such as Primavera P6, Microsoft Project, Bluebeam, and related tools.   Experience Requirements Minimum 15 years of progressively responsible experience in construction management, project management, or related infrastructure programs. Demonstrated success leading large-scale transportation, aviation, utilities, facilities, or public infrastructure projects. Experience managing multidisciplinary teams and coordinating multiple stakeholders in active operational environments. Experience with contract administration, claims resolution, procurement processes, and alternative delivery methods preferred.   Education Requirements: Master's degree in Construction Management, Civil Engineering, or a related field. Professional certifications such as CCM, PMP, DBIA, PE, or equivalent are preferred.
