Position Description 

EIP is seeking a highly organized, relationship-oriented, and results-driven Finance Program Manager to support an energy efficiency program for a major Pennsylvania investor-owned utility. 

This is a hybrid program management and customer outreach role designed for a hands-on professional who can manage day-to-day program operations while also recruiting public sector customers to participate in available energy efficiency services. The Program Manager will oversee program administration, client coordination, performance tracking, reporting, invoicing, customer pipeline management, and outreach activities. 

The Program Manager will serve as the primary day-to-day contact for the utility client and will coordinate with utility personnel, EIP engineers, outreach resources, subcontractors, and other stakeholders to support customer approvals and successful service delivery. The role will also directly engage municipalities, counties, school districts, higher education institutions, healthcare organizations, public agencies, and other eligible public sector customers to identify opportunities and move them from initial interest through enrollment and service delivery. 

Because this is a smaller program, the successful candidate must be comfortable moving between strategic planning and hands-on execution. The role requires someone who can lead a client meeting, prepare a report, review an invoice, update the customer pipeline, and conduct direct customer outreach as part of the same position. 

 

 

 

Objectives of this Role 

  • Program Management: Manage day-to-day implementation of the program, ensuring activities are completed on schedule, within budget, and in accordance with client requirements. 
  • Customer Recruitment: Identify, engage, and recruit eligible public sector customers to receive energy efficiency assessments, technical assistance, incentives, and other available program services. 
  • Client Relationship Management: Serve as the primary day-to-day contact for the utility client, maintaining strong communication and coordinating approvals, priorities, reporting, and operational support. 
  • Program Administration: Manage program reporting, invoicing, documentation, meeting coordination, performance tracking, and other internal and client-facing administrative requirements. 
  • Pipeline Management: Maintain an active and organized pipeline of prospective and participating customers, with clear next steps, responsibilities, and timelines. 
  • Service Delivery Coordination: Coordinate internal and external resources to ensure customers receive timely, responsive, and high-quality support throughout their participation. 
  • Financial Performance: Support management of the program’s budget and financial performance, including invoicing, revenue forecasting, cost tracking, and program-level profit and loss review. 
  • Continuous Improvement: Identify and implement improvements to outreach, customer service, reporting, workflows, and overall program performance. 

Daily and Monthly Responsibilities 

  • Manage Program Operations: Oversee daily program activities and ensure services are delivered in accordance with contract requirements, program procedures, budgets, schedules, and quality expectations. 
  • Manage the Utility Client Relationship: Serve as the primary point of contact for routine client communications, status updates, planning discussions, issue resolution, and coordination of utility approvals and support. 
  • Conduct Public Sector Outreach: Engage prospective customers through calls, emails, meetings, site visits, presentations, conferences, and other direct outreach activities. 
  • Develop Customer Relationships: Build and maintain relationships with facility managers, sustainability staff, energy managers, procurement personnel, public administrators, and other customer decision-makers. 
  • Qualify Customer Opportunities: Assess customer eligibility, needs, energy usage, facility characteristics, readiness, and potential fit for available program services. 
  • Manage the Customer Pipeline: Track prospects, customer interactions, follow-up actions, participation status, project milestones, and conversion activity in the CRM and other program tracking systems. 
  • Advance Customers Through Participation: Help customers understand available services, eligibility requirements, program benefits, required documentation, and next steps. 
  • Coordinate Technical Services: Work closely with engineers and technical staff to schedule assessments, communicate recommendations, develop potential projects, and support customer follow-through. 
  • Coordinate Utility Approvals: Work with appropriate utility personnel to obtain customer, project, incentive, technical, marketing, or other approvals needed to advance program activities. 
  • Manage Program Reporting: Prepare and submit accurate client reports, internal performance updates, dashboards, presentations, forecasts, and other required program documentation. 
  • Manage Invoicing and Financial Administration: Prepare or coordinate invoicing inputs, verify supporting documentation, monitor billed and unbilled revenue, track expenses, and work with EIP finance and leadership on program financial performance. 
  • Monitor Program Performance: Track customer recruitment, pipeline activity, services delivered, project development, energy savings, spending, revenue, and other contractual or internal performance indicators. 
  • Lead Program Meetings: Plan and lead internal team meetings, utility client meetings, customer discussions, and operational reviews; document decisions and ensure action items are completed. 
  • Coordinate Program Resources: Assign and coordinate work among engineers, outreach resources, administrative staff, subcontractors, and other contributors as applicable. 
  • Maintain Program Documentation: Ensure customer files, approvals, deliverables, correspondence, contracts, reports, and other program records are accurate, organized, and current. 
  • Identify and Resolve Issues: Proactively identify customer barriers, delivery delays, administrative bottlenecks, financial risks, and performance concerns and implement or escalate corrective actions. 
  • Support Outreach Materials and Events: Help develop customer-facing presentations, email campaigns, case studies, fact sheets, webinars, workshops, and other materials or activities that promote participation. 
  • Gather Market Intelligence: Collect feedback from customers and market stakeholders regarding barriers, needs, competing priorities, and opportunities to improve program design and outreach. 
  • Support Program Growth: Identify opportunities to expand participation, deepen engagement with existing customers, develop repeatable outreach channels, and strengthen relationships within the Southern California public sector market. 

Required Qualifications   

  • Education: Bachelor’s degree in business, public administration, environmental studies, energy management, engineering, marketing, communications, or a related field; or an equivalent combination of education and relevant experience. 
  • Experience: At least 5 years of experience in program management, energy efficiency, customer engagement, account management, outreach, business development, or a related field. 
  • Program Management Skills: Demonstrated ability to manage program operations, schedules, deliverables, reporting, documentation, and multiple concurrent priorities. 
  • Customer Outreach Experience: Experience recruiting, engaging, or managing commercial, institutional, governmental, or other organizational customers. 
  • Client Management Skills: Proven ability to manage professional client relationships, lead meetings, communicate performance, coordinate priorities, and resolve issues. 
  • Financial and Administrative Skills: Experience supporting budgets, invoicing, revenue tracking, financial reporting, or program-level financial management. 
  • Communication Skills: Excellent verbal, written, presentation, and interpersonal communication skills, with the ability to explain program and technical information clearly to varied audiences. 
  • Organization and Follow-Through: Strong attention to detail and demonstrated ability to maintain accurate records, manage deadlines, and follow through consistently. 
  • Problem-Solving Ability: Ability to identify risks, evaluate alternatives, and implement practical solutions in a fast-paced client-service environment. 
  • Technology Skills: Proficiency with Microsoft Office and experience using CRM systems, spreadsheets, project management tools, and reporting platforms. 
  • Travel: Ability to travel within the Southern California service territory for customer meetings, site visits, events, and other program activities. 
  • Mission Alignment: Commitment to sustainability, energy efficiency, and delivering high-quality service in support of equitable clean energy outcomes. 

Preferred Qualifications  

  • Utility Program Experience: Experience implementing utility-sponsored energy efficiency or demand-side management programs. 
  • Public Sector Experience: Experience working with municipalities, counties, K–12 schools, colleges and universities, healthcare facilities, public agencies, or other institutional customers. 
  • Large-Customer Experience: Experience serving customers with complex facilities, decision-making structures, procurement processes, or capital planning requirements. 
  • California Market Knowledge: Familiarity with California energy efficiency programs, utility implementation practices, and public sector stakeholders. 
  • Energy Efficiency Knowledge: Understanding of energy assessments, building systems, incentives, technical assistance, project development, and customer participation processes. 
  • Pipeline Management Experience: Experience using CRM systems and customer data to manage outreach activity, track opportunities, and improve conversion results. 
  • Financial Management Experience: Experience managing program budgets, project P&Ls, invoicing, forecasts, subcontractor costs, or related financial responsibilities. 
  • Presentation and Event Experience: Experience delivering customer presentations and supporting workshops, webinars, conferences, or other market-engagement activities.
