Position Summary:

The Office of Homeless Services (OHS) has earned a national reputation as a model public service agency, creating innovative programs that provide emergency, permanent housing and aid to people who are experiencing homelessness and those at risk of homelessness. Its mission is to provide leadership, coordination, planning and mobilization of resources to make homelessness rare, brief, and non-recurring in the City of Philadelphia.

Duties and Responsibilities:

The Housing and Real Estate Program Manager, under the supervision of the Director of Landlord Affairs, will provide support and coordination in the maintenance of a Centralized Landlord Network, Landlord Gateway. The Landlord Gateway is a cross-departmental program that coordinates resources and services to the city’s landlords and developers from all areas of the city. This is done through, program management, detailed and constructed work plans, performance measures, detailed meetings management and effective communication to all vested stakeholders and landlord gateway cohort members (city and public agency partners).

The Housing and Real Estate Program Manager will have extensive collaboration with senior management to support the Director in the evaluation of the program goals and develop strategic objectives as necessary. The Housing and Real Estate Program Manager will interact with other agencies, community and business groups, and key stakeholders in this position.

  • Supervise landlord navigators responsible for direct engagement with landlords and developers.
  • Promote City programs, resources, and services to landlords and developers through targeted outreach, workshops, and communication campaigns.
  • Promote landlord participation in PRO Housing pilot programs, including ADU and climate resilience programs.
  • Coordinate with relevant City departments and agencies to align efforts and ensure that landlords and developers receive timely updates on policies, procedures, and opportunities.
  • Monitor and evaluate the effectiveness of the Landlord Gateway, including landlord satisfaction, increased compliance with city regulations, and increased participation in city initiatives and programs.
  • Serve as a point of contact for landlords and developers seeking assistance through Landlord Gateway.
  • Represent the program and agency in a professional and proactive manner and maintain positive community relationships.
  • Be the primary liaison to the Division of Housing and Community Development in lieu of the PRO Housing Grant, provide regular ongoing coordination and communication to the landlord affairs team.
  • Provide directions in collaborative PRO Housing Grant activities that are performed in conjunction with partner organizations.
  • Support the Director in addressing and reporting any housing crisis or critical incident as defined by agency and/or county, state, or federal regulations according to the agency's formalized practice and protocols.
  • Analyze project and program outcomes for effectiveness and collaborate with the director to develop alternative strategies when required.

Qualifications:

The Housing and Real Estate Program Manager shall be a professional individual with the ability to identify with and adapt to the goals and philosophies of OHS. The Housing and Real Estate Program Manager will possess sound judgment and knowledge of project/program coordination. This individual will be organized and highly adept at managing multiple tasks and assignments, creative thinker and flexible in their approach to people and projects. They shall possess a minimum of five (5) years of experience working within a project/program coordination role with the following specialties: Landlord/Tenant issues, Planning and Development, Office of Homeless Services, Registered Community Organization, current housing, and commercial legislation. Knowledgeable or open to learning about homelessness. Proficiency in computer applications, including Microsoft Office 365 and Adobe Acrobat.
