Position Summary
The Human Resources Specialist – Staffing & Classification will provide comprehensive federal staffing, classification, recruitment, placement, position management, and organizational design support to a Department of Defense Human Resources Office.
The position will support recruitment and placement strategies, job analysis, workforce planning, development and evaluation of position descriptions, factor and grade-level determinations, compensation planning, and organizational design. The Specialist will also process and track Requests for Personnel Actions (RPAs) and provide analytical support for complex staffing and classification matters.Â

Staffing & Recruitment
- Provide federal staffing, recruitment, and placement support in accordance with applicable federal laws, regulations, policies, and procedures.Â
- Assist HR Advisors and management with recruitment strategies and placement options.Â
- Conduct and support job analyses and workforce planning activities.Â
- Research staffing issues and develop facts, options, and recommendations for Government consideration.Â
- Support recruitment actions and special staffing projects.Â
- Perform data entry and processing of Requests for Personnel Actions (RPAs) in DCPDS.Â
- Route RPAs to appropriate HR Specialists and maintain the NSWCPD RPA Tracking System/CRTS database.Â
- Track staffing actions, milestones, metrics, and associated documentation.Â
Classification & Position Management
- Assist with development and evaluation of federal position descriptions.Â
- Support analysis and development of appropriate classification factor levels and grade levels.Â
- Review organizational structures and position requirements.Â
- Support development of compensation plans.Â
- Provide analytical support regarding organizational design and position management.Â
- Develop recommendations for organizational structures that are efficient, cost-effective, support appropriate grade levels, and facilitate employee career development.Â
- Provide management with information and recommendations concerning organizational design and career development principles.Â
HR Analysis & Program Support
- Research federal HR laws, regulations, policies, and procedures affecting staffing and classification.Â
- Develop reports, correspondence, tables, graphs, metrics, briefs, and other analytical products.Â
- Support process improvement initiatives and special HR projects.Â
- Maintain appropriate staffing and classification records and documentation.Â
- Coordinate with HR Advisors, managers, Administrative Officers, and other stakeholders regarding personnel actions. Â
Requirements
Minimum Qualifications
- High School Diploma or GEDÂ
- Five (5) years of HR experience in an applicable SOW functional areaÂ
- Title 5/Federal HR regulatory knowledgeÂ
- Knowledge of Government regulations, policies, and practices under Title 5, U.S. Code, and other statutes and legal authorities applicable to Federal Human Resources.Â
- Working knowledge of federal staffing and classification principles, regulations, and processes.Â
- Experience conducting job analysis and/or reviewing federal position descriptions.Â
- Ability to analyze HR issues and develop clear written recommendations.Â
- Strong analytical, organizational, written, and verbal communication skills.Â
- Ability to manage multiple HR actions while maintaining accuracy and confidentiality.Â
Preferred Qualifications
- DoD, Department of the Navy, NAVSEA, or federal civilian staffing/classification experience.Â
- Experience developing or evaluating federal position descriptions and classification factor levels.Â
- Experience with organizational design, position management, and workforce planning.Â
- Experience processing RPAs in DCPDS.Â
- Experience with USA Staffing, USAJobs, DCPDS, HRLink, TWMS, TFMMS, or similar federal HR systems.Â
- Knowledge of federal compensation and career development principles.Â
Work Environment
This position supports NSWCPD's Human Resources Division in Philadelphia, Pennsylvania. Work will be performed in accordance with Government-designated on-site and authorized telework requirements. Personnel must be available for required on-site activities and must safeguard PII and other sensitive HR information.
