Position Summary
The Human Resources Specialist - HRIS, Policy, Planning & Human Capital Analytics will provide strategic human capital planning, workforce analytics, HR information systems, organizational change, and HR program analysis support to a Department of Defense Human Resources Office. The position combines federal HR expertise with strong analytical and technology capabilities.

Strategic Human Capital Planning & Analytics
- Support development and implementation of strategic human capital plans aligned with organizational goals and objectives.
- Analyze workforce trends and forecast future workforce requirements.
- Research workforce, labor market, mission, and technology considerations affecting human capital requirements.
- Design and conduct comprehensive HR studies.
- Identify HR management problems and develop potential solutions and recommendations.
- Collect, model, analyze, interpret, and present HR data.
- Develop and analyze extracts and reports from automated HR databases.
- Produce human capital analytics, executive-level reports, graphics, dashboards, and visualizations.
- Develop performance measurements supporting project and organizational objectives.
HR Information Systems
- Provide support and maintenance for HR personnel information systems and related HR technology.
- Serve as a technical point of contact for HR information systems and tools.
- Support system implementation, maintenance, enhancement, and operation.
- Ensure HR data integrity and assist with testing system changes.
- Analyze data flows and identify process and quality improvement opportunities.
- Conduct risk assessments of HR personnel information systems.
- Manage appropriate HRIS user access levels and roles.
- Protect sensitive HR data and Personally Identifiable Information.
- Train HR system users on procedures, processes, and new functionality.
Organizational Change & Program Analysis
- Assess organizational readiness for change.
- Support organizational awareness and change initiatives.
- Perform data collection, interviewing, data modeling, project testing, and analytical activities.
- Apply analytical techniques to evaluate program and project objectives.
- Support implementation of strategic direction and process improvements.
Awards Program Support
- Support Command and external awards programs.
- Process incentive awards in DCPDS, including cash, time-off, performance, and quality step increases.
- Draft and edit award nominations and supporting materials.
- Develop supervisor briefs and track awards-related metrics and requirements.
Requirements
Minimum Qualifications
- High School Diploma or GED.
- Five (5) years of experience providing Human Resources services in at least one applicable functional area: Labor and Employee Relations (LER); Staffing and Classification; Workforce Development (WFD); Human Resource Information Systems (HRIS); or Student Outreach and Recruitment.
- Knowledge of Government regulations, policies, and practices under Title 5, U.S. Code, and other statutes and legal authorities applicable to Federal Human Resources.
- Working knowledge of Microsoft Office Suite and technical Human Resources functions, including examination and application of HR laws, policies, rules, and procedures.
- U.S. citizenship required at the time of proposal submission.
- Professional experience supporting federal HRIS, human capital analytics, workforce planning, HR policy/program analysis, or related HR functions.
- Demonstrated ability to analyze HR data and translate findings into actionable information.
- Experience working with automated HR databases and information systems.
- Knowledge of federal privacy and PII protection requirements.
- Strong analytical, technical, written, and verbal communication skills.
Preferred Qualifications
- DoD, Navy, NAVSEA, or federal civilian HRIS experience.
- Experience with DCPDS, EDW, HRLink, TWMS, TFMMS, DCPS, USA Staffing, USAJobs, N-ERP, e-DACM, or related systems.
- Experience with human capital analytics, dashboards, visualization, and workforce forecasting.
- Experience conducting comprehensive HR studies.
- Experience with strategic human capital planning and organizational change.
- Experience managing HR system access, data integrity, system testing, and information assurance.
- Advanced Excel, data visualization, reporting, or business intelligence capabilities.
Work Environment
This position supports NSWCPD's Policy, Planning, and Analysis Branch and involves regular use of sensitive workforce and personnel data. The employee must maintain strict confidentiality and comply with federal cybersecurity, privacy, information assurance, PII, and records-management requirements.
