Position Summary

The Program Director is responsible for ensuring the creation of an environment that promotes high-quality, person-centered services for individuals supported by the program. This role provides leadership and supervision to staff while ensuring compliance with all applicable regulations, funder requirements, and organizational standards.

The Program Director is accountable for maintaining excellence across all areas of program operations, including clinical quality, quality assurance, financial management, revenue cycle activities, regulatory compliance, recruitment and retention, employee development, and stakeholder communication. The Program Director partners closely with leadership, clinical teams, and support departments to ensure individuals receive services that promote independence, recovery, and meaningful community participation.

Essential Duties and Responsibilities

Leadership, Staff Management, and Organizational Strategy

  • Provide leadership, supervision, coaching, and support to program staff.

  • Foster a culture of professionalism, employee engagement, accountability, empowerment, and quality service delivery.

  • Ensure staff understand and support RHD's strategic initiatives, organizational goals, and service line objectives.

  • Develop and monitor program performance metrics to ensure quality service delivery and staff development.

  • Oversee employee recruitment, hiring, onboarding, training, evaluation, retention, and disciplinary processes.

  • Partner with Human Resources to address staffing needs and maintain appropriate staffing levels.

  • Promote teamwork, collaboration, and a positive workplace culture that reflects RHD values.

Quality Assurance and Clinical Oversight

  • Collaborate with Clinical Directors and Quality Management staff to ensure services are trauma-informed, person-centered, and aligned with evidence-based practices.

  • Support implementation of RHD strategic initiatives and clinical quality improvement projects.

  • Ensure all individuals served have current, accurate, and appropriate ISP's, treatment plans, or service plans.

  • Monitor service delivery to ensure individuals' needs are met and that services promote independence, recovery, and personal growth.

  • Ensure compliance with all licensing, accreditation, and regulatory standards.

  • Participate in audits, inspections, and quality assurance reviews as required.

Financial Management and Operations

  • Collaborate with program staff, service coordination teams, and revenue cycle departments to ensure authorizations, documentation, billing, and service notes are completed accurately and timely.

  • Assist in resolving outstanding claims, billing discrepancies, and authorization issues.

  • Oversee program expenditures and financial transactions, including payroll, accounts payable, purchasing, and consumer funds.

  • Monitor program budgets and financial performance to ensure fiscal responsibility.

  • Ensure all required regulatory and operational documentation is completed accurately and submitted within required timeframes.

  • Communicate updates from funders, government agencies, and organizational leadership to staff and ensure compliance with all requirements.

  • Attend funder, community, and stakeholder meetings as assigned.

Compliance and Program Administration

  • Maintain compliance with federal, state, county, and organizational regulations, policies, and procedures.

  • Ensure confidentiality and HIPAA compliance in all aspects of service delivery and operations.

  • Participate in program planning, strategic development, and organizational initiatives.

  • Complete required reports, assessments, and administrative functions in a timely manner.

  • Maintain professional relationships with stakeholders, community partners, and regulatory agencies.

Qualifications

Required

  • Bachelor's degree in Human Services, Social Work, Psychology, Business Management, Healthcare Administration, or a related field from an accredited college or university.

  • Minimum of three (3) years of experience in a human services organization, including:

    • Staff supervision

    • Direct service delivery

    • Program planning and oversight

  • Valid driver's license with at least three (3) years of acceptable driving history.

  • Ability to obtain and maintain all required clearances, certifications, and background checks.

  • Strong leadership, organizational, communication, and problem-solving skills.

  • Proficiency with computers, electronic health records, Microsoft Office applications, and other workplace technology.

  • Ability to communicate effectively both verbally and in writing.

  • Commitment to person-centered, trauma-informed service delivery and RHD values.

Preferred

  • Master's degree in Human Services, Social Work, Counseling, Business Administration, Healthcare Administration, or a related field.

  • Experience working with individuals with intellectual/developmental disabilities, behavioral health needs, or other vulnerable populations.

  • Bilingual Spanish-speaking skills and/or American Sign Language (ASL).

Required Clearances

  • Criminal Background Check

  • Child Abuse Clearance 

  • FBI Fingerprinting Clearance 

  • Any additional clearances required by program regulations, funding sources, or state requirements

Physical Requirements and Working Conditions

  • Ability to sit, stand, walk, bend, reach, stoop, twist, and climb stairs throughout the workday.

  • Ability to lift and carry up to 50 pounds when necessary.

  • Ability to travel between program sites and community locations.

  • Must possess a reliable, insured vehicle available for work-related travel.

  • Ability to operate office equipment including computers, telephones, printers, copiers, and other standard office equipment.

  • Work is performed in office, residential, community, and program environments.

  • Must adhere to all OSHA, HIPAA, safety, confidentiality, and organizational policies and procedures.
