About the Position

This position will serve as an Engineer Associate Senior within the Maricopa County Department of Transportation (MCDOT) Construction & Materials Division, working on Transportation and Maintenance Improvement Projects, including federally funded projects. The ideal candidate will have knowledge and experience in construction and office activities. This will process closeout documentation for TIP and MIP projects, as outlined in the essential job tasks. This position will be responsible for monitoring contractor compliance with federal requirements, including Buy America Build America (BABA), Title VI, federal labor standards (Davis-Bacon and Related Acts - DBRA), and the Disadvantaged Business Enterprises (DBE) program. This position will also be responsible for daily federal aid tasks, including project initiation through project closeout, for all federal aid projects. The position utilizes various software systems for project management, project scheduling, cost analysis, and federal labor compliance and DBE reporting. This position will serve as the primary contact and disseminator of information for public information, legal holds, and claims for the Construction & Materials Division. This position will also act as the primary contact and disseminator of federal aid information for the Department.

We Require

  • Two years of professional pre-registration civil engineering experience or hydrology experience

  • Bachelor’s degree in Engineering (Civil, Structural, Chemical, Environmental, Mechanical, etc.), Landscape Architecture, Surveying, Hydrology, Environmental Science, Geology, or a related field

  • Certification as an Engineer-in-Training (EIT) may substitute for the experience requirement

  • Postgraduate degrees in a related or professional-level experience may substitute for education or experience on a year-for-year basis

Other Requirements

Successful candidates must currently possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire.

Job Contributions

  • Ensures and is responsible for all reporting and requirements necessary for tracking and closeout of federally funded and non-federally funded construction projects. This includes:

    • Performing independent audits on TIP projects to ensure compliance with project specifications and federal requirements

    • Coordinate with the Engineer in the documentation of change orders, requests for information, pay estimates, and other project-related duties

    • Research and compile the responses for Audits and reviews completed by the US DOL Compliance Audit Program (CAP), ADOT, and the State

    • Independently organizing, creating meeting agendas for meetings with division management, engineers, contractors, consultants, and project stakeholders to clearly communicate contract requirements and project compliance

    • Monitoring projects for federal project compliance requirements and consultant documentation expectations, including Subcontractor Request Forms, Bulletin Board Checklist, construction management software, and monthly and weekly update requirements

    • Utilizing technology to analyze and monitor progress of assigned projects; updates the activities with the schedule to assist project managers in the delivery of the project as scheduled

    • Evaluate project schedule; analyze findings and prepare and present reports to management, TIP Program Managers, and Project Managers

    • Monitor project schedules to identify critical path tasks and interdependencies, and advise Project Managers of potential impact

    • Identify project schedule errors and omissions that must be corrected to ensure that accurate schedules are maintained, reducing timely and costly errors

    • Provide schedule input to the annual TIP budget and notify management of actions that can be taken to improve results when it becomes apparent that a project will not be completed as scheduled

  • Public Information Requests, Litigation Holds, Federal Aid Notifications, and Claims:

    • Track and monitor requests

    • Route to the appropriate staff

    • Ask clarifying questions to the Information Governance Department to define what information we are legally required to provide

    • Have an understanding of current project dispositions to respond to claims appropriately

    • For litigation holds, tagging and untagging appropriate documents for retention

    • For litigation holds, advising the Division Manager, Branch managers, and Division staff of applicable holds

    • Compile information and respond to Claims and Public Information Requests by researching the request and discussing with staff for both active and inactive projects

    • Track, monitor, disseminate, and respond to federal aid notifications from the state in accordance with the Arizona Department of Transportation Certification Acceptance program (CA)

  • Interfaces with contractors and CA agencies to:

    • Create and disseminate construction branch procedures and directives to Department staff and Consultants. This requires interpretation of Code of Federal Regulations, Department of Labor requirements, FHWA regulations, including Buy America and BABA (Build America Buy America), MAG requirements, ADOT regulations, MCDOT Manuals and processes, and IGAs

    • Initiate and oversee corrective actions for instances of non-compliance by the contractor, subcontractor, or construction management firm.

    • Answer questions and review paperwork for Buy American and BABA (Build America Buy America)

    • Review Federal and State requirements for current workplace poster requirements for the Bulletin Board, keeping the Bulletin Board checklist current, and visiting the site to review the Board for compliance

    • Lead the ADOT CA recertification effort for the Department. Compile the responses for ADOT Audits and reviews into a finalized version and reconcile findings, including updating manuals and processes.

    • Disseminate informational updates from ADOT correspondence, peer group meetings, DOL memorandums, and other sources

    • Attend CA Peer quarterly group meetings to present current challenges, newly released federal and state requirements, and report findings to the Department

    • Mentor new CA peer group members and answer questions from partners and governing agencies

    • Primary contact for consultants on contract compliance, subcontractor coordination, federal compliance, agency updates, Department updates, Construction Branch Directives, procedural and policy questions

  • Process project closeouts for TIP and MIP:

    • To meet ARS requirements for record documents, this position will structure and manage the setup and closeout of engineering and construction record documents, and oversee and direct staff to ensure closeout

    • This includes file structure setup, review of record documents for compliance and accuracy, and assurance of the wholeness of the document package. QC files and if items are noted as missing, rectify by notifying the originator to research and locate the missing files to ensure their addition to the close-out package, to adhere to state law

    • Provide input to processes and methodologies to ensure that projects are completed on time and within budget

  • Review and confirm construction contract documents, subcontracts, and contractor submittals projects follow county, state, and federal requirements to ensure that all project goals are achieved; develops and implements corrective actions as necessary in relation to:

    • SRFs

    • Title VI posters

    • Certificates of Insurance

    • Record Drawings

    • Bulletin Board

    • Davis-Bacon DOL Wage Decisions

    • DOL Wage Determination

    • Certificates of Insurance

    • 20-day Lien Documents

    • Employee Interviews

    • Contractor and Subcontractor Payrolls

    • Prompt Pay Compliance

    • DBE Usage Goal Compliance

    • Contractor and Subcontractor COP’s

    • Certificates of Final Payment to DBE firms

  • Participate in the efforts to update the Construction Manual, including the Federal section, every three years or as needed

  • Participates in the development and implementation of new policies and procedures to improve compliance and efficiency on construction projects. This could include training internal and consultant staff on Department processes as policies/procedures change. This could include coordinating and setting up partnering meetings with contractors, subcontractors, MCDOT communications, and external stakeholders. This position will need to represent MCDOT in meetings with internal and external stakeholders, including but not limited to Pre-Bid Meetings, where the position will provide guidance on meeting DBE, Wage Decision, Buy America, and other key requirements

  • The Title VI Coordinator will attend all pre-construction meetings and provide training and program guidance. Ensure the annual Title VI plan is updated.  Working with staff, assisting in the resolution of any Title VI complaints. Perform annual audits and meet respective reporting requirements

  • Other job duties as assigned

Working Conditions

  • This position is eligible for hybrid flexibility after a brief training period

  • Exerting 20 - 25 pounds occasionally, 10 - 25 pounds frequently, or up to 10 pounds constantly

  • The work will occur in an office and field environment. While performing the duties and responsibilities, the employee may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations. Position is subject to atmospheric conditions: fumes, odors, dust, mists, gases, or poor ventilation
