The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $104,000.00 to $115,500.00.

This position is Exempt under the FLSA.

About the Position

The Judicial Branch is unable to provide visa sponsorship (i.e. H-1B visa etc.).

The Infrastructure, Network, and Platform Manager is responsible for planning, organizing, and managing staff and operations to ensure the stable, secure operation of the organization's IT infrastructure. This includes developing, maintaining, supporting, and optimizing network infrastructure, server and platform infrastructure, data communications, and telecommunications systems. This role is charged with designing, implementing, monitoring, refining, and retiring infrastructure and platform services to maximize business results. These responsibilities include overseeing various infrastructure and platform support functions that work directly with business stakeholders in understanding IT systems and ensuring reliable, high-performing technology environments. The Infrastructure, Network, and Platform Manager works with a wide range of teams, from business leaders to delivery teams, to drive infrastructure capacity, security, and performance standards, and to schedule and direct activities that resolve hardware and software problems in a timely and accurate fashion.

Position Qualifications

Education:

  • Bachelor's degree in Computer Science, Management Information Systems, or a technology-related field

Experience:

  • Four (4) years of experience in infrastructure, network, and platform planning, design, deployment, and operations, including server, storage, virtualization/cloud, data communications, and telecommunications systems, or IT infrastructure capacity planning and technical support

  • To include two (2) years of supervisory or management experience  

OR

Combined education and experience qualifications:

  • An equivalent combination of post-secondary education and job-related experience may substitute on a year-for-year basis

  • Supervisory experience may not be substituted

Other Requirements:

  • Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver's license.

Our Preferred Candidate has:

  • Project Management certification or successful completion of a recognized project management curriculum

  • Demonstrated experience with network, server, and cloud/virtualization certifications (e.g., Cisco, Microsoft, VMware) and infrastructure automation tools

  • Experience working in a court environment

Knowledge, skills, and abilities:

Knowledge of:

  • Network infrastructure architecture, including LANs, WANs, wireless, and Internet/intranet systems

  • Server, storage, and virtualization/cloud platform infrastructure design and administration

  • Data communications and telecommunications system

  • Managing infrastructure and capital budgets, vendor contracts, and IT cost centers

  • Process improvement and standardizing infrastructure workflows to yield maximum efficiency, effectiveness, and uptime

  • Long-term planning including building roadmaps and program planning

  • Infrastructure, network, server, and platform security operations and disaster recovery planning

Skill in:

  • Building and leading integrated teams from various internal and external organizations across multiple sites

  • Customer service and escalations, including conflict resolution

  • Business acumen and strong leadership and influence

  • Teamwork, facilitation, relationship building, and negotiation

Ability to:

  • Work with business areas to understand needs/requirements to provide innovative solutions

  • Assess solutions for current and future needs across the organization

  • Present to all levels of management and executive leadership

  • Proactively communicate technical topics in a clear, succinct and relevant way

Essential Job Tasks

  • Manages a team of IT professionals responsible for the day-to-day operation of the organization's IT infrastructure including hiring and selection, monitoring and evaluating performance, managing workload, providing coaching, mentoring, training, and issuing discipline, as appropriate. 

  • Provides expertise and guidance to Infrastructure, Network, and Platform staff, and ensures maximum use of their experience and skills.

  • Designs and implements short- and long-term strategic plans to ensure infrastructure, network, and platform capacity meets existing and future requirements.

  • Develops, implements, and maintains policies, procedures, and associated training plans for infrastructure administration, security, and project management.

  • Manages and sets priorities for the design, maintenance, development, and evaluation of all infrastructure systems, including LANs, WANs, servers, storage, virtualization/cloud platforms, wireless implementations, and telecommunications systems.

  • Prepares RFPs, bid proposals, contracts, and scope of work documentation for infrastructure and platform projects; negotiates with vendors, outsourcers, and contractors to secure infrastructure-specific products and services.

  • Tests network, server, and platform performance; provides performance statistics and reports; and develops strategies for maintaining and upgrading infrastructure.

  • Oversees processes to ensure infrastructure and platform Service Level Agreements (SLAs) and supporting Operating Level Agreements (OLAs) are published and met.

  • Develops performance measures and consistently reports infrastructure and platform metrics to IT Services Leadership team.

  • Provides tactical and strategic recommendations based on infrastructure capacity, performance, and security key performance measures.

  • Conducts feasibility studies for infrastructure and platform upgrade projects, improvements, and technology conversions.

  • Leads continual infrastructure and platform improvement and ongoing process maturity through regular reviews, trend analysis, metrics reporting, and engagement with stakeholders.

  • Evaluates and assesses risk as part of the lifecycle analysis of infrastructure and platform services, including disaster recovery and business continuity planning.

  • Manages quality assurance rollouts and performs functional analysis to assess the robustness, security, and effectiveness of newly launched infrastructure and platform services.

  • Oversees infrastructure and platform compliance with cost, schedule, and budget; practices IT asset management, including maintenance of component inventory and related documentation.

Working conditions:

While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Occasionally, the employee may be required to move or lift objects weighing up to 20 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform these functions.

The role also requires on-call availability, occasional inspection of cables in floors and ceilings, and the lifting and transporting of moderately heavy objects such as computers, servers, and network equipment.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
