Floating Property Manager

Location: Various Assigned Properties (Greater Phoenix Area)
Salary: $60,000-$63,500 per year
Job Type: Full-time

Position Summary

The Floating Property Manager provides interim management support at assigned communities due to vacancies, staff absences, transitions, or other business needs. This position works closely with the Regional Manager and/or Asset Director to maintain property operations, resident services, compliance, financial performance, and physical condition.

The ideal candidate is flexible, organized, self-directed, and able to quickly adapt to different properties and teams. A minimum of two (2) years of multifamily management experience, including LIHTC and/or HUD Project-Based Voucher experience, is required. Travel between assigned properties is required.

Essential Job Functions

1. Property Operations & Coverage

  • Provide management coverage at assigned properties, including vacancies, leave coverage, transitions, and special assignments.

  • Oversee daily operations, leasing, compliance, resident relations, finances, and maintenance.

  • Assess property needs, establish priorities, and communicate issues to the Regional Manager and/or Asset Director.

  • Support property transitions, acquisitions, lease-ups, and management changes.

  • Maintain operational continuity and complete thorough transitions to permanent management staff.

2. Affordable Housing Compliance

  • Maintain compliance with LIHTC, HUD, Fair Housing, and applicable federal, state, and local requirements.

  • Oversee certifications, recertifications, income calculations, file reviews, EIV, TRACS, and required reporting.

  • Review applications, leases, certifications, and resident files.

  • Prepare for and manage HUD, LIHTC, NSPIRE, MOR, state, and owner inspections/audits.

3. Financial & Administrative Management

  • Prepare budgets as directed and monitor expenses.

  • Follow purchasing and budget guidelines and report anticipated variances.

  • Complete required financial and property reports, including monthly variance reports and owner's letters.

  • Maintain petty cash and accurate property records.

4. Maintenance & Property Condition

  • Conduct property inspections and ensure deficiencies are corrected.

  • Oversee preventive maintenance, work orders, emergency repairs, and contractors.

  • Coordinate daily activities with maintenance staff.

  • Solicit and oversee bids for contract services as required.

5. Leasing, Occupancy & Marketing

  • Oversee leasing, occupancy, move-ins, move-outs, and unit readiness.

  • Conduct resident move-in orientations.

  • Monitor lease expirations, apartment availability, delinquency, and occupancy trends.

  • Ensure marketing and resident communications comply with Fair Housing and program requirements.

6. Resident Relations

  • Address resident concerns professionally and resolve issues whenever possible.

  • Maintain positive relationships with residents, staff, vendors, owners, and community partners.

  • Communicate significant resident or property issues to management.

7. Staff Leadership

  • Lead, coach, train, and support property staff.

  • Assist with performance evaluations, scheduling, payroll, onboarding, and corrective action.

  • Provide leadership and direction to teams during temporary assignments.

8. Safety, Risk & Corporate Communication

  • Immediately report accidents, emergencies, compliance issues, and significant incidents.

  • Maintain OSHA and company safety standards.

  • Follow all company policies, procedures, and Standard Operating Procedures.

  • Complete required Grace Hill, Vision, and company training.

9. Professional Standards

  • Maintain reliable attendance, punctuality, and professional appearance.

  • Maintain flexibility regarding property assignments, schedules, and travel.

  • Perform other duties as assigned.

Requirements

  • Minimum 2 years of multifamily property management experience.

  • Minimum 2 years of LIHTC / 50059 / Project-Based Voucher experience.

  • Valid Driver's License and reliable transportation.

  • Ability to travel between assigned properties.

  • Strong written and verbal communication skills.

  • Strong organizational, analytical, and problem-solving skills.

  • Ability to work independently, prioritize tasks, and make decisions under pressure.

  • Ability to perform physical duties including lifting, carrying, climbing, kneeling, and working outdoors.

  • Ability to work overtime and weekends as needed.

Work Location

In person at assigned properties.

Travel: Regular travel between assigned communities is required.
