UPMC Health Plan has an exciting opportunity for a Senior Proposal Manager in the Marketing Communications department! This is a remote position. Travel to office may be needed based on business needs.


The Senior Proposal Manager is responsible for overseeing activities related to RFP/RFI development for a specified line of business, as assigned. They will utilize existing content and templates to craft high quality standard proposals that showcase the firms' products, services, and value propositions. The Senior Proposal Manager will be responsible for responding to the most complex strategic proposals/RFPs/RFIs for high profile/high revenue/high value clients/prospects that utilize prospect/market intelligence, subject matter experts (SMEs), positioning, messaging, brand management, differentiation and our content library. Responsibilities include managing the overall RFP process flow for assigned projects, developing proposal schedules and timelines, coordinating with key personnel, maintaining draft version control, reporting upon proposal status, ensuring compliance with RFP/RFI requirements, and managing the proposal through to completion. The Senior Proposal Manager will conduct self-reviews of their own work and if requested by management team, reviews of their peers' work, to ensure quality, accuracy, formatting, consistency, and adherence to firms' compliance, style, branding, processes, and quality/performance standards. The ability to work well under pressure, simultaneously manage multiple project timelines, work efficiently, and move fluidly between responsibilities is critical to performing successfully in this role. The Senior Proposal Manager must develop and foster effective partnerships throughout the organization and work well in a team-oriented environment. They will also serve as a consultant and resource to Proposal Development's management team (director, senior manager/manager or team leads). The Senior Proposal Manager is responsible for supporting ongoing process improvements and reporting on key proposal metrics for their specified product lines. In addition, the Senior Proposal Manager also exercises leadership responsibilities by mentoring members of the team about their specified product lines. The Senior Proposal Manager must be able to balance the responsibilities of strategic proposal development, serve in a leadership capacity, and support departmental process improvements.

Responsibilities:

  • Manages complex strategic proposals for specified line of business within best practices guidelines and framework
  • Work collaboratively with the sales executive/account executive in managing and directing all proposal efforts
  • Develop the Proposal Management Plan (PMP), inclusive of the proposal checklist, proposal strategies, win themes and proposal timeline
  • Lead RFP kick-off meetings for strategic proposals, conduct regular proposal status meetings and maintain the proposal schedule
  • Verify compliance with the bid request by comparing requirements against the proposal checklist to prepare a compliant and responsive proposal
  • Work collaboratively with the writer/proposal quality assurance manager to write technical content and develop persuasive, customer-focused, clear, and concise proposal for live RFPs
  • Direct writing, editing, and rewriting efforts to achieve a persuasive, customer-focused, clear, and concise proposal
  • Compile all documents required for the final proposal submission (electronic and hard copy) and work with assigned production team to generate hard copies, as needed
  • Supports the management team on RFIs/RFPs and other departmental ad hoc projects, as needed. 
  • May serve as a back-up to management team in their absence. 
  • Serve as consultant and business resource to Proposal Development management team to provide departmental insight regarding the needs of Sales and Account Management.
  • Serves as a mentor for their specified product lines and for professional development training of less experienced members of team
  • Participates in the quality assurance process through self-reviews and peer-reviews of proposals
  • Participates in project status and reporting metrics functions related to Proposal Development process 

     

  • Participates in professional development training
  • Provide consultative support prior to finalist presentation development to ensure all key RFP details are captured and clearly communicated
  • Completes other reasonable and normal duties as directed by Proposal Development management team


  • Bachelor's degree in business management, marketing, communications, professional writing, or related field
  • The Senior Proposal Manager should have at least seven years of experience within the proposal development or technical writing arena, preferably in insurance or other professional services; including, but not limited to: analysis of RFPs/RFIs, developing proposal timelines, schedules, and compliance matrixes, leading kick-off meetings, maintaining draft version control, reporting upon proposal status and coordinating with Subject Matter Experts (SMEs). 
  • The Senior Proposal Manager should have experience responding to scopes of work, bid requirements, and questionnaires, as well as developing cover letters, executive summaries, deviation statements, and additional responses as they relate to RFPs/RFIs. 
  • Experience developing and implementing departmental process improvements
  • Experience with Microsoft Office applications
  • Previous leadership, supervisory, or mentorship experience preferred
  • Proficiency in Qvidian, SmartDocs, or other RFP repository preferred
  • Background in health insurance preferred
  • Technical Skills: organizational skills, able to handle quick turnarounds and tight timelines, ability to work well in a team-oriented environment, ability to simultaneously coordinate multiple project timelines
