Formosa Plastics is a privately held company headquartered in Livingston, New Jersey. Our core business, producing plastic resins and petrochemicals, takes place at three wholly-owned chemical manufacturing subsidiaries located in Delaware City, Delaware, Baton Rouge, Louisiana and Point Comfort, Texas.

I. POSITION OBJECTIVE
The Industrial Emergency Response Technician performs emergency response, emergency medical, and facility safety-support activities to help maintain continuous emergency preparedness. Assist in the coordination of the Emergency Response, Safety, Health and Security programs for assigned facility to ensure compliance with all State, Federal and Corporate regulations, procedures and policies. Knowledge is required in related RAGAGEP standards and codes e.g. API, AFPM, NFPA, etc. related to fire protection systems for the facility. Experience is expected in the development and implementation of Incident Command for all levels of the FPC-TX Emergency Response Team. Strong knowledge of FPC TX Integrated Contingency Plan (ICP), facility Emergency Action Plan(s) (EAP) is expected. The position provides timely assistance during medical, fire, hazardous-material, security, and other emergency situations and conducts assigned inspections, testing, calibration, maintenance, and documentation for emergency vehicles, life-safety equipment, fire-protection systems, alarms, and emergency communication systems. This position exists to help protect employees, the public, facility property, and the environment while supporting compliance with established company procedures and applicable safety requirements. For purposes of safety-related policies and procedures, the Industrial Emergency Response Technician shall also be referred to as the Shift Safety Coordinator.

II. MAJOR AREAS OF ACCOUNTABILITY 
Emergency Medical Response and Patient Care: Provide medical triage, emergency medical assistance, and patient care for work-related and non-work-related incidents and other calls for assistance within the facility. Assess patient needs, provide care within the employee’s level of training and certification, and coordinate with outside emergency medical services when additional treatment or transportation is required. Assist emergency medical services and law enforcement with traffic accidents on highways adjacent to the facility when requested.

Emergency Preparedness, Response, and Security Support: Support continuous facility emergency preparedness by performing Emergency Response Team accountability, preparing confined space emergency preplans, and maintaining Emergency Operations Center equipment and documentation. Respond to medical, fire, hazardous-material, security, and other emergencies in accordance with established procedures. Perform assigned Assistant Facility Security Officer duties and assist with security-related drills, inspections, documentation, and incident-response activities.

Emergency Vehicles, Equipment, and Supplies: Inspect ambulances, emergency response vehicles, powered stretchers and cots, patient-monitoring equipment, AEDs, extrication equipment, SCBA equipment, and other emergency response resources to ensure readiness for use. Maintain required inventories, refill SCBA cylinders, perform minor equipment repairs, and order or request replacement medical, HazMat, spill-control, and emergency-response equipment as necessary.

Emergency Communication, Alarm, and Hazard-Monitoring Systems: Inspect, test, operate, and reset assigned Emergency Notification System, facility alarm, landowner alarm, emergency telephone, and satellite communication systems in accordance with established schedules and procedures. Verify the functionality of flare-monitoring and gas-detection equipment, calibrate assigned LEL monitoring devices, monitor heat index and lightning conditions, and communicate identified hazards or required precautions.

Fire Protection Systems and Compliance Documentation: Inspect, flush, flow test, and perform operational checks of fire-water hydrants, deluge and sprinkler systems, fire-water pumps, fire extinguishers, and fire hoses. Complete required fire-hose certification testing and maintain accurate inspection, testing, calibration, inventory, accountability, and emergency-response records. Report equipment or system deficiencies and assist with coordinating corrective action.

THM: Promote cleanliness and order through the implementation of the Total House Keeping Maintenance program. Emphasize Nothing Touch Ground program and No Visual Pollution program. Maintain the plant in like new condition.

III.QUALIFICATIONS
A.TECHNICAL JOB CRITERIA 
1.Previous Related Experience Required
At least ten (10) years’ experience in a Petrochemical facility or Refinery or other Industrial facility. Minimum four (4) years’ experience in Industrial Emergency Response(IER), Texas Certified Emergency Medical Technician and/or National Registry preferred. Qualifying experience may be concurrent. Industrial Emergency Response experience must include direct involvement in industrial brigade firefighting, hazardous-material response, and high-angle and confined space rescue operations.

2.Technical Skills Required to Perform This Job
• Working knowledge of applicable emergency-response, fire-protection, occupational safety, environmental-release, and incident-reporting requirements.
• Ability to understand and apply established regulatory requirements, company policies, emergency-response procedures, and fire and rescue preplans during assigned activities and emergency situations.
• Working knowledge of industrial fire-brigade operations, hazardous-material response, emergency medical response, high-angle rescue, confined space rescue, and the Incident Command System.
• Ability to inspect, test, operate, calibrate, and maintain emergency vehicles, medical equipment, fire-protection equipment, gas-detection instruments, alarm systems, emergency communication systems, and industrial-hygiene monitoring and sampling equipment.
• Working knowledge of applicable provisions of OSHA 29 CFR Parts 1910 and 1926.
• Working knowledge of established environmental-release notification, reporting, and response procedures.
• Ability to monitor heat index, lightning, atmospheric conditions, and other hazards and communicate necessary precautions to appropriate personnel.
• Ability to identify equipment or system deficiencies, perform authorized minor repairs, and request or coordinate appropriate corrective action.
• Ability to accurately complete patientcare, inspection, testing, calibration, inventory, accountability, and emergency-response documentation.
• Ability to communicate effectively and work cooperatively with facility personnel, Emergency Response Team members, outside emergency medical services, law enforcement, and other emergency-response agencies.

3.Education
High school diploma or equivalent, and at least ten (10) years’ of experience in a Petrochemical facility or refinery or other Industrial facility. Current Texas Emergency Medical Technician Emergency Basic (EMT-B) or higher is required or National Registry preferred certification.

4.Other Certification/Training Required
• Will require training in Company Policies and Procedures after hire.
• Current employees must meet all technical and safety training requirements forcurrent position, as specified in the Master Training Plan.
• Must complete all respective training.
