Our core business, producing plastic resins and petrochemicals, takes place at three wholly-owned chemical manufacturing subsidiaries located in Delaware City, Delaware, Baton Rouge, Louisiana and Point Comfort, Texas.

 

 

 

I.    POSITION OBJECTIVE 

The Project Engineer increases productivity by integrating plant assets, personnel, technology, energy, MIS, effective maintenance, instrumentation, production, raw material handling, and material flow processes. The Project Engineer will also assist in daily plant operations by interfacing and coordinating activities with plant personnel. Assist in improvement projects, data review, and operational objectives are all met. Information systems, including CPMS & DCS, PI are providing monthly, daily, and other reports. All while sustaining a safe and healthful working environment that meets environmental, health, and safety regulations and Company requirements.

 

II.    MAJOR AREAS OF ACCOUNTABILITY 

Project Planning & Management: Lead the coordination and execution of engineering projects, including both improvement and expansion initiatives. Gather and evaluate technical specifications, engineering data, and operational input to support effective planning and implementation. Manage project progress through closure (e.g., B-4 issuance), ensuring alignment with scope, safety standards, and stakeholder requirements. Maintain communication with project leads (PICs) and support resolution of issues that impact project timelines or deliverables.

Budget/ Schedule Control: Develop and manage detailed project budgets (e.g., B-2 estimates) and schedules (A-Charts, B-PERT), ensuring alignment with defined scopes and available resources. Monitor financial performance, review and process contractor invoices, and support cost control efforts. Provide timely updates and recommendations to leadership on budget variances, resource constraints, and schedule risks to support data-driven decision-making.

Bid Analysis/Construction Administration: Support construction activities by coordinating with contractors, reviewing bids, and facilitating pre-construction meetings. Conduct site visits, inspect vendor shops, witness critical testing (e.g., pressure tests), and ensure field construction issues are addressed promptly. Oversee final project completion activities, including punch list verification and PSSR documentation, to ensure readiness for operational handover.

Process Safety, Compliance, and Continuous Improvement: Ensure all project activities comply with Process Safety Management (PSM) requirements, including Management of Change (MOC), Process Safety Information (PSI) updates, and P&ID modifications. Apply structured problem-solving techniques and data analysis to identify operational inefficiencies, troubleshoot abnormalities, and recommend corrective actions. Use systems such as KMS to manage compliance tasks, track incident follow-ups, and implement process improvements that enhance safety, quality, and overall project performance. 

Leadership and Staff Development: Keep up to date on Safety training and SOP training. Keep up to date on Memos, Read and Sign communications. Assist in developing communication memos as necessary. Work with the hourly operators and Shift Supervisors to strive for excellence and professionalism.

 

III.    QUALIFICATIONS

  • Previous Related Experience Required 
    • No prior experience is necessary, but 1 ~ 2 years managing projects in a petrochemical or refinery environment is preferred. Hands-on experience with equipment and programming will set the candidate apart. 
  • Technical Skills Required to Perform This Job
    • Fluid Mechanics, Heat Transfer, Thermodynamics.
    • Electrical system design, DCS/PLC, and programming.
    • Self-motivated, curious, and eager to learn.
    • Willingness to take over areas of responsibility.
    • Continue professional learning and development to maintain and broaden Process Safety competency. Complete all company and role required training courses as assigned.
  • Education
    • B.S. Degree in Mechanical, Electrical, or Chemical Engineering. An M.S. in engineering is preferred. Other engineering disciplines will be considered.
