Summary/Objective:

The HSE Manager manages and coordinates health, safety, and environmental activities within the assigned branch, facility, project, or client site to ensure applicable regulatory provisions, company requirements, and client procedures are implemented and maintained.
The HSE Manager creates and implements local HSE improvement plans; advises and supports site management and operational personnel; promotes employee health, safety, and environmental performance; and strengthens client relationships through responsive, consistent HSE support.
Responsibilities:
Leadership, Culture, and Operational Partnership
- Work independently and provide consultative HSE advice within assigned functional areas.
- Apply advanced health, safety, and environmental principles across multiple tasks and contribute beyond the primary area of specialization when needed.
- Advise and support branch, site, and operational management in meeting company, client, and regulatory HSE expectations.
- Promote a strong safety culture by fostering ownership and responsibility for safety among employees at all levels.
- Schedule recurring meetings with branch operations management and attend operations forecast meetings.
- Maintain an extreme focus on developing and sustaining effective client relationships.
Programs, Compliance, and Risk Control
- Develop, implement, manage, and continuously improve safety and environmental programs, policies, procedures, and local HSE improvement plans.
- Keep current on applicable safety regulations, standards, and best practices, and communicate relevant requirements to operations.
- Identify hazardous conditions and unsafe actions within facilities and work areas, recommend corrective measures, and verify follow-up actions as appropriate.
- Support operations personnel in conducting safety meetings, audits, and inspections to evaluate performance, ensure compliance, identify corrective and preventive actions (CAPAs), and complete follow-up assessments as needed.
- Manage facility contractor safety programs and promptly alert operations when contractor requirements are not met.
- Manage applicable federal, state, and local environmental permits and support ongoing compliance.
- Assist inspection personnel and representatives from insurance carriers, OSHA, EPA, DOT, and other agencies as required.
- Collaborate with operations to develop Emergency Action Plans specific to the facility, project, or work assignment.
Training and Workforce Readiness
- Organize and oversee required safety and compliance training, including forklift, lockout/tagout, new-hire onboarding, and other assigned training.
- Coordinate with operations to verify that employees have completed applicable safety and compliance training before assignment.
- Provide supervisors and branch managers with safety information and materials for weekly and monthly safety meetings.
- Identify gaps in the training curriculum by analyzing injury, illness, incident, audit, and compliance data.
- Monitor upcoming training needs and communicate 30-, 60-, and 90-day training forecasts to branch management.
Incident Management, Investigation, and Case Support
- Provide front-line case management support for incidents resulting in an injury and coordinate required communication and follow-up.
- In conjunction with operations, analyze incidents, injuries, illnesses, property losses, near misses, and other events to determine root causes and appropriate CAPAs, considering actual and potential serious injury or fatality (SIF) exposure.
- Lead or support incident analysis and prepare incident presentations in conjunction with operations.
- Prepare monthly incident summary reports and monitor open or overdue incidents in the EHS system.
- Track open CAPAs and follow up with responsible parties to support timely completion and effectiveness review.
PPE, Field Support, and Reporting
- Assist operations in selecting and purchasing task-appropriate personal protective equipment and verify that required PPE inspections are completed.
- Travel as needed to support work outside the branch area and provide appropriate levels of HSE field support.
- Develop and share measurable HSE key performance indicators with operations to encourage proactive performance improvement through data analysis, benchmarking, recommendations, and sharing of best practices.
- Issue a weekly branch HSE report to branch management that includes, at minimum, current audit counts, branch training status, 30-, 60-, and 90-day training forecasts, open CAPAs, and open or overdue incidents in the EHS system.
- Perform other duties as assigned.
- Construction Health and Safety Technician (CHST) certification from the Board of Certified Safety Professionals (BCSP).
- Construction Site Safety Technician (CSST) and Construction Site Safety Supervisor (CSSS) certifications.
- Five years of HSE experience in the downstream, refining, or petrochemical industry.
- Valid driver’s license and Transportation Worker Identification Credential (TWIC).
- Experience in safety, health, and environmental management and risk management or mitigation.
- Experience leading incident analysis and supporting corrective and preventive actions.
- Experience with OSHA regulatory compliance and occupational safety and health management systems, such as ISO 45001:2018 or equivalent.
- Current or demonstrated experience with first aid, CPR, and AED requirements.
- Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
- Knowledge of industrial hygiene, including air monitoring for heavy metals and asbestos and noise abatement.
- Ability to work effectively with all levels of the organization and communicate complex information.
- Strong problem-solving and communication skills.
- Bachelor’s degree in occupational safety and health or a closely related field.
Physical Requirements:
- Ability to sit for extended periods; talk and hear; and perform fine motor, hand, and finger movements when using a keyboard, telephone, or writing tools.
- Ability to stand, walk, and reach with arms and hands.
- Vision abilities that include close vision, distance vision, depth perception, and the ability to adjust focus.
- Ability to work in an office environment with quiet to moderate noise levels and to enter operational or client work areas as required.
- Ability to travel and work extended hours as needed.
- Availability for on-call support 24 hours a day, seven days a week, as needed.
