The Opportunity:

The Department of County Human Services (DCHS) is pleased to announce an open competitive recruitment for a Medicaid Housing Program Specialist. This position is a full time 1.0 FTE and will be scheduled as hybrid telework, 40 hours a week open to: Standard 40 hour per week schedule; or 4/10s Monday – Thursday or  9/80 w/ alternating Fridays off. The on-site work location for this position is at 209 SW 4th Avenue, Portland OR 97204. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. This is a Limited Duration position and is funded for up to 15 months but may end at any time.

The eligible list created from this recruitment may be used to fill future regular, limited duration, temporary, on-call, full or part-time assignments within the department.

About the Position: This role will administer the 1115 Medicaid Waiver Housing benefit program for the county. The purpose of this role is to participate in the development and administration of the housing benefit through network coordination, technical assistance, quality assurance, and program analysis.

Primary responsibilities include but not limited to:

A. Program Administration:

  • Execute program administrative and operational needs specific to the 1115 Medicaid Waiver Housing Benefit

  • Responsible for operational evaluation assignments and implementation and/or the coordination of Medicaid 1115 Housing program activities

  • Act as a liaison between multiple service providers, community-based organizations, and additional partners, ensuring effective communication and updates to relevant parties

  • Respond to commonplace inquiries from internal and external partners regarding program functions and process

  • May work directly with partners and clients for purposes of expediting urgent cases

  • Monitor expenditures and prepare reports for program

B. Program Development and Analysis:

  • Develop workflows, program evaluation criteria, in collaboration with Program Supervisor, Program Specialist Senior and external partners

  • Develop training manuals, literature, publications and other documents regarding procedures and regulations surrounding the Medicaid 1115 Housing Benefit Program

  • Recommend updates to program processes and work flows using a continuous quality improvement lens

  • With support from the Research and Evaluation Analyst Senior, collect appropriate date and ensure client data privacy practices are in place.

C. Network Development and Coordination:

  • Manager referrals and referral process for program across the county

  • Coordinate with stakeholders regarding overall program capacity for the county and external providers

D. Technical Assistance:

  • Develop, execute, and make recommendations on technical processes such as invoicing, reporting preparation, data management

  • Support program planning and documentation for a complex and highly visible housing benefit

Minimum Qualifications/Transferable Skills*:

  • A Bachelor's Degree – in lieu of a degree, we will consider equivalent years of related experience.

  • One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

  • Must pass a criminal background check with Multnomah County (this step occurs after a job offer)

  • Must have a valid driver license

3. How have you built rapport and trust with community members experiencing trauma, acute crisis, or housing instability – especially those who are distrustful of social service system?
