This person shall be able to clearly articulate a clear vision, the mission and ideas of the O-Gah-Pah Learning Center and the Downstream Learning Center to all staff, parents, community groups and other interested parties. Effectively manages all aspects of a learning to include human resources, curriculum, customer relations, marketing, quality control and physical facility. Provides and/ or oversees creative, age-appropriate programs to all children enrolled. Works in conjunction with the Department of Human Services State and Tribal licensing standards and develops a strong relationship with all government and licensing agents. This person shall have experience and education in early child development, age, and developmentally appropriate activities, be able to research curriculum materials, write lesson plans, and have experience in training adults. This person shall have a degree in child development or degree in closely related subject. Requirements include supervisory experience, any licenses, certificates, or specialized training that are required by state law, tribes, and regulatory agencies. Candidate must possess excellent computer, organizational, and communication skills. Must be able to travel and have a valid driver’s license and be in good standing with driving record. CDL is required after employment to drive bus. Drug testing, tuberculosis (TB) test, background check, and fingerprinting required. EOE/Native American preference. QualificationsEssential Job Functions: Vision and Mission: Understand and support the mission statement as the vision of the centers. Articulate the mission statement to all staff and parents. Uses the mission statement as a basis for developing goals and objectives Sifts every aspect of the program through the mission statement. General: Ensures center compliance with all tribal, federal, state laws, O-Gah-Pah Learning Center/Downstream Learning Center personnel policies, and O-Gah-Pah Learning Center/Downstream Learning Center parent policies. Meets with fire, health, and licensing officials as they make their inspections. Complies with their recommendations. Keep records and inform supervisor on reports from licensing, health, and the fire departments. Completes all required paperwork and record keeping in a timely fashion and maintains organized files and records for all licensing and other government agencies. Make applications for licenses from the licensing agency. Human Resources: Assists director in interviewing with prospective staff as needed. Obtains substitutes and volunteers when needed. Develops staff schedules and gets approval from Director. Orientates new staff members. Distributes personnel packets to new employees. Obtains new staff members signature on orientation check list. Maintains files on all staff members and obtains all appropriate records as needed. Be responsible for on-going training of staff through in-service training, staff meetings, and making suggestions for outside training opportunities. Assists director in conducting on-going staff and program evaluations. Supervise auxiliary staff. Keep all required government posters posted in an attractive manner and where employees can read them. Curriculum: Works with the curriculum coordination. Maintains the curriculum master notebooks in the office. Maintains the school age summer lesson notebooks. Track the school age weekly lesson plans during the school year and holidays. Make sure the curriculum is in keeping with the O-Gah-Pah Learning Center/Downstream Learning Center mission statement. Stimulates the staff with suggestions of new innovative ideas, resources, and materials. Prepares the monthly calendar for all staff. Supervises teacher resource books and makes sure that none leave the building without permission. Customer Relations: Develops and maintains positive communication with parents. Promotes opportunities for parent activities. Hands out and explains parent handbook to new enrollees. Recognizes parent concerns and addresses them professionally. Keeps required items posted on parent bulletin boards up to date with current information. Keeps items posted in an attractive manner. Marketing: Works with Director of Childcare to develop marketing and advertising strategies. Maintains a waiting list. Gives tours to prospective customers. Communicates the O-Gah-Pah Learning Center/Downstream Learning Center’s mission statement and gives other information about programs and activities to prospects and their children. Facility: Ensures that the facility meets all state, local, tribal, and country regulations, laws, and ordinances. Oversees the physical condition of the building and contents, grounds, and playground equipment. Monitors all aspect of janitorial work. Assist staff with decisions regarding each person’s responsibility in this area. Make suggestions to the Director of Childcare on new equipment or ideas to improve the appearance of the facility. Maintain an attractive, clean, and safe physical environment. Financial Systems: Becomes familiar with all aspects of the budget to ensure that optimum management of resources are met including but not limited to payroll, materials and supplies, food, janitorial services, and vehicle needs. Keep record of expenditures and receipts. Writes late notices and enforces parent agreements in regard to parent fees. Keep track of returned checks. Notify parent and Director of Childcare of returned checks and charges. Alert the accounting office and/or CPA of returned checks and record amounts in the check book. Alert the Director of Childcare and parents of days out and early releases so appropriate amounts can be communicated and recorded. Keeps the Director of Childcare aware of overdue fees. Ensures that all deposits of monies are done in a timely manner. Oversees and submits reports in accordance with tribal contracts and the Department of Health and Human Services including but not limited to attendance forms, parent signatures, and submitting all claims. Applies for grants and other outside funding when possible and maintains all appropriate records for such. Maintains the paper payroll records on staff including hours, sick leaves, and annual leave. Transportation: Must have a valid driver’s license and be able to meet the minimum insurance requirements of the Quapaw Nation’s Motor Vehicle Policy. Must be willing to obtain CDL within 90 days of employment. Be a safe and responsible driver at all times. Meet all federal, state, and local ordinances regulation road safety. Establish routes and post routes in office. Maintain safe operating conditions of the vehicles by checking the gas, oil, tires, safety inspection sticker, etc. Obtain gas before children are loaded into the vehicles. Maintain the cleanliness of the van by reminding children to pick up trash. Ensure that children are never left unsupervised on the vehicles. Keep attendance logs on all children riding in vehicles. Check attendance before leaving any location including the center. Maintain orderly conduct on the van at all times. If problems do occur, the driver shall look for the safest place to pull off the road before addressing the problem. Set an example by using appropriate language, good attitude, and interaction with children. Adapt to schedule and route changes. Be flexible. Other: Maintain children records and files in a confidential manner. Keep up on children’s immunization schedule. Keep licensing and all other records in an organized manner. Oversee the dispersion of medications from the office. Work with and oversee the kitchen and the cook including but not limited to menu planning, food purchases, and cleanliness of kitchen and equipment. Conduct monthly fire drills and checks smoke detector twice a year. Conducts annual tornado drill. Keeps record of tornado drills, smoke detector, and fire drills. Prepares weekly school age transportation van logs and maintains them in an organized manner. Oversees vehicle maintenance. Oversees daily schedule in each room. Keeps abreast of all copying. Maintains staff training notebook and keeps alert when staff are neglecting to report their training hours. Make sure staff and self are up to date on training. Maintain all forms and copy as needed. Joins professional organizations and relays pertinent information to staff. Read widely and keep current on ideas and concerns related to childcare. Be aware of and communicate staff articles in the following publications: Early Childhood News Child Care Information Exchange Parent child Magazine Attend monthly Business Committee meeting as needed. Any other duties as assigned. Non-essential Job Functions: May attend professional meetings, pertinent workshops, and serve on organization-wide and professional committees. Physical Abilities: The incumbent must be able to sit or stand for prolonged periods of time. Must be able to travel occasionally for attendance of seminars, lectures, etc. Working Conditions: The work may be performed inside and/or outside of childcare center.
