Overview:

Support the development and enhancement of training capabilities for the Internal Security Forces (ISF) by advising on curriculum design, instructor development, and academy management. The role focuses on building sustainable training programs, including advanced and specialized courses, while also providing guidance on equipment procurement, training implementation, and operational readiness. The SME conducts assessments, site visits, and market research to ensure training and resources align with operational needs and established standards. 

Primary Responsibilities:

  • Work with ISF to design a plan to create the structure and curriculum for advanced/follow-on courses at the academy. These courses may include but are not limited to: Leadership and Development, Advanced Investigations, Tactics, Specialized Operations, Counter Drugs, Counter Financial Crimes, Maintaining Equipment, Defensive Tactics and Use of Force, Prisons and Corrections, and Information Technology (including telecommunications), but will be based on the determination of the ISF and INL/Beirut. The ISF does not currently conduct any specialized or advanced training for their officers beyond basic training, and they are not aware of how to create curriculum for an advanced/follow-on course. 
  • The SME does not have to design the actual courses, but the intent is to show the ISF how to design and implement their own courses through program development, course design, and instructor development. 
  • Curriculum design and evaluation. Scenario- based training development. Academy management and best practices. Advise INL/Beirut on the best type of equipment to procure based on his/her experience and needs of the ISF to ensure that select ISF units (including Mobile Forces, Gendarmerie, and Drug
  • Repression Bureau) can conduct high-risk operations, surveillance, counter drugs, counter financial crimes, and other necessary activities identified by INL/Beirut and the SME.
  • Create a phased and prioritized procurement plan which also validates that the ISF units have training and can maintain/sustain the equipment. In cases where the ISF does not have the skills to operate the equipment, ensure the project trains them to do so. 
  • Conduct market research to collect the factors needed for a correct recommendation. 
  • Advise INL/Beirut on the best type of training to include in projects based on his/her experience and needs of the ISF to ensure that select ISF units (including Mobile Forces, Gendarmerie, and Drug Repression Bureau) can conduct high-risk operations, surveillance, counter drugs, counter financial crimes, and other necessary activities identified by INL/Beirut and the SME. 
  • Incorporate recommendations into project plans. 
  • Conduct site visits, to ensure implementer conducts training in accordance and to ensure ISF is using equipment in accordance with INL/Beirut expectations, when asked by INL/Beirut. 
  • Additional responsibilities may involve instructor development, training the trainers to ensure that the modified/new curriculum will be utilized in an effective way..

Education and/or Experience:

  • Bachelor’s degree from an accredited institution in engineering (preferably mechanical and/or electrical engineering, but civil engineering will work.
  • Five (5) to eight (8) years of experience within law enforcement that includes 3 years in curriculum development as well as equipment procurement and training support.
  • Must be employed in the respective lines of work for which they are being considered (i.e. police expert, engineer, etc.) or be recently retired/separated within the last five (5) years.
  • Ability to communicate in English (Foreign Service Institute standard level four for writing, reading comprehension, speaking for U.S. citizens.
  • Excellent verbal and writing skills.
  • Experience in curriculum development, as well as equipment procurement, including expertise in training.

Knowledge, Skills, and Abilities:

  • The ability and willingness to train other individuals in their area of expertise, as needed.
  • Demonstrated experience and familiarity with U.S. Government contracting processes and procedures.
  • Experience working overseas (especially the middle east); 
  • Experience working with INL.
  • Experience working in an Embassy environment and police consultancy experience 
  • Knowledge in Arabic (for overseas experts) and French languages.
  • Excellent verbal and writing skills. 
  • Ability to communicate in English (Foreign Service Institute standard level four for writing, reading comprehension, speaking for U.S. citizens.

Certificates, Licenses, Registrations: 

  • Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third/host country nationals). Note: Driving in Lebanon is challenging so INL will allocate funding for a driver and vehicle for the SME during working hours. 
  • Good health and be able to pass requisite physical, medical and psychological tests if required for assigned mission/country and be able to sustain a deployment up to nine (9) months. 
  • Valid U.S. passport (for non – U.S. citizens, valid passport from their country of citizenship) for at least six months at all times. 

Security Clearance: 

  • Unblemished background.
