Overview:

The Site Engineer supports project planning and execution by assisting in the development of statements of work, cost estimates, and design schematics. The role involves conducting site assessments and performing regular visits to ensure projects are implemented according to established standards. The position requires strong engineering expertise, effective communication skills, and the ability to oversee project progress while ensuring quality and compliance. 

Primary Responsibilities:

  • Assist INL/Beirut’s staff engineer to draft statements of work, cost estimates, and design schematics. 
  • Conduct preliminary visits to site locations to help draft statements of work and schematics.

PREFERRED QUALIFICATIONS 

• Experience working overseas (especially in the Middle East). 

• Experience working with INL.

• Engineering education and/or experience in mechanical and/or electrical engineering. 

 Experience working in an Embassy environment.

• Demonstrated experience and familiarity with U.S. Government contracting processes and 

 procedures. 

• Experience in building law enforcement institutions to include police stations, vehicle 

 maintenance facilities, shooting ranges, and radio towers.

• Experience procuring vehicles and setting up a maintenance and logistics system 

• Knowledge in Arabic (for overseas experts) and French languages. 

• Either from or currently residing in Lebanon or other Middle Eastern Country. 

• Experience on building projects in the Middle East (preferably Lebanon). 

Supervisory Responsibilities: 

  • N/A

Education and/or Experience:

  • Bachelor’s degree from an accredited institution in engineering (preferably mechanical and/or electrical engineering, but civil engineering will work.
  • Five (5) to nine (9) years’ work experience in civil, mechanical, or electrical engineering fields.
  • SMEs must be employed in the respective lines of work for which they are being considered (i.e. engineer, etc.) or be recently retired/separated within the last five (5) years. 

Knowledge, Skills, and Abilities:

  • The ability and willingness to train other individuals in their area of expertise, as needed.
  • Excellent verbal and writing skills. Ability to communicate in English (Foreign Service Institute standard level four for writing, reading comprehension, speaking for U.S. citizens. 
  • Arabic preferred but not required. 

Certificates, Licenses, Registrations: 

  • Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third/host country nationals). Note: Driving in Lebanon is challenging so INL will allocate funding for a driver and vehicle for the SME during working hours. 
  • Valid U.S. passport (for non – U.S. citizens, valid passport from their country of citizenship) for at least six months at all times.

Security Clearance: 

  • Unblemished background

Physical Demands:

Good health and be able to pass requisite physical, medical and psychological tests if required for assigned mission/country and be able to sustain a deployment up to nine (9) months.
