Position Summary / Objective:
KMS has an exciting opportunity for a Senior Program Analyst to provide acquisition program management support to the U.S. Navy Team Submarine organization at the Washington Navy Yard in Washington, DC. You will provide support to the Undersea Defensive Warfare Systems Program Office (PMS 415) for Navy counter-measure defense systems - supporting the Surface Ship Torpedo Defense (SSTD) program. We are seeking a candidate to join our team and help provide the US Navy with cutting edge undersea warfare capabilities and technology.
Essential functions:

- Facilitate discussions and communications among stakeholders on program status and goals to improve alignment of program achievements within DoW acquisition processes.
- Participate in and support internal and external meetings and briefings. The Contractor shall interface between PMS 415 and various stakeholders and respond to internal and external inquiries.
- In coordination and consultation with program sponsors and stakeholders, evaluate project schedules, procurement profiles, summarize relevant information, and brief government clients.
- Assist PMS 415 program office personnel with program/project management documentation, development of long-range planning activities, establishment of tasking priority/tracking, and program metrics development.
- Prepare and present senior level briefings experience (POM brief, budgets).
- Maintain a digital archive and files for all key program documentation, milestones and correspondence.
- Provide action item tracking, meeting coordination, facilitation, and attendance.
Required education and experience:
- Bachelor’s degree in technical field (engineering, physics, etc.) or managerial discipline (or commensurate years of experience).
- Ten (10) years of experience in DoW product, project or program management.
- Experience and expertise in working with the DoW acquisition programs and processes.
- Experience briefing senior leaders (O-6/GS-15 and above).
- Experience with strategic level acquisition support for DoD 5000, SECNAV 5000, Other Transaction Authority (OTA), Middle Tier of Acquisition (MTA), or Milestone Requirements for various ACAT II, III and Service-level programs.
- Able to meet with program officials and develop and implement actions needed to meet program milestones.
- Knowledge and understanding of DoD contracts, appropriations and budgeting, especially as used in defense acquisition programs.
- Active DoD Secret Clearance.
Preferred education and experience:
- Navy Fleet operational experience (surface ship or submarines).
- Navy weapons, systems or platform experience (operations, acquisition, technical, logistics, training, etc.).
- Experience supporting the US Navy or active-duty Navy experience.
Competencies:
- Project/Program management experience or similar/related experience.
- Demonstrate strong leadership skills.
- Engineering and U.S. Navy acquisition fundamentals.
- Excellent written and oral communications skills, as well as presentation skills.
- Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
- Demonstrate strong qualitative, analytical and conceptual problem solving and thinking skills.
- Ability to facilitate and coordinate efforts with key government and non-government stakeholders.
- Ability to multi-task, deliver first time quality, and support deliverables for time sensitive tasks in a fast-paced environment.

An active DoD Secret security clearance.

Position Type/Expected Hours of Work:
The typical workday is eight hours in length. Some flexibility in hours may be allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.
Telework:
- Situational telework may be allowed after an initial onboarding period.
Travel:
- Ability to travel CONUS.
- Travel up to 10-20% may be required.
