Description of Work

The primary purpose of the Budget Analyst/Business Officer II position is to provide comprehensive budget and analytical support to the various programs within the Division of Mental Health, Developmental Disabilities and Substance Use Services (DMH/DD/SUS).

About the Division
Within DHHS, the Division of Mental Health, Developmental Disabilities and Substance Use Services (DMH/DD/SUS) provides quality support to achieve self-determination for individuals with intellectual and/or developmental disabilities and quality services to promote treatment and recovery for individuals with mental illness and substance use disorders.

Key responsibilities include, but are not limited to:

- Assist in developing and implementing the base budget and change budgets.
- Interpret and apply general statutes, the State Budget Act, and OSBM policies.
and procedures throughout the budget process.
- Prepare budget revisions for assigned programs/funds to ensure the budget is accurately aligned.
- Process daily transactions (invoices, travel reimbursements, conference
authorizations, funding worksheets, and purchase requests) to ensure timely and accurate support for assigned funds/programs.
- Maintain extensive knowledge of the programs of the Division to provide informed budget guidance.
- Assist division managers, departmental staff, and the department’s Office of the Controller with budget and financial issues and concerns.
- Utilize and develop routine and/or specialized financial reports.
- Perform other federal and state grants budget duties as needed.

Salary Range: $60,881 - $106,544

Recruitment Range: $60,881 - $90,000

Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.

The Knowledge Skills and Abilities/ Management Preferences are not required. Applicants who possess the following skills are preferred.

  • Experience with the Integrated Budget Information System (IBIS) and the North Carolina
  • Financial System (NCFS), or the ability to quickly learn and apply these systems.
  • Considerable knowledge of office procedures, organizational hierarchy, and quality assurance to assure adherence to set procedures and guidelines.
  • Strong analytical skills, attention to detail, and ability to interpret federal and state fiscal guidelines.
  • Experience and knowledge of governmental budgeting principles, fiscal polices, and financial procedures, including North Carolina's systems and processes.
  • Proven ability to interpret laws, regulations, and financial data to analyze complex budget issues and prepare clear and concise reports.

This position is funded in part through federal funds.
