About Us

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

*This position is Exempt Managerial and is EXEMPT from certain provisions of the State Human Resources Act (GS 126).

Like to build new data systems and visualizations? Interested in helping public schools? Have a background or interest in finance? We would be excited for you to join our team! This position manages the financial data for public schools in North Carolina, including our monthly Uniform Education Reporting System (UERS) data transfer process from the public schools to the Department of Public Instruction and the Data Analytics and Reporting Tool (DART). With a team of ten employees, the positions is responsible for collecting, cleaning, displaying, and reporting on the $14 billion that flows through DPI to the public schools annually. In addition, this position is crucial to our modernization efforts as we transition from the legacy mainframe system to modern financial systems.

Job Responsibilities:

Development and coordination of the School Business Modernization Project, including working closely with DPI’s IT team, DIT, and other stakeholders in modernization.

Manage the school business Data Analytics and Reporting team, including hiring new employees when vacancies arise.

Oversee state and federal reporting requirements for school business, including quality control, staying informed and up-to-date on changes in federal and state requirements, and writing and submitting reports, including the Highlights of the Public School Budget.

Resolve problems and answer questions from educational stakeholders, including the public school units, the North Carolina General Assembly, the NC Office of State Budget and Management, and others, including presentations and informal meetings with stakeholders.

Developing new analyses and visualization to help stakeholders in their work.

Coordinate with internal teams, including allotments, program analysts, agency financial services, federal programs, etc.

Knowledge Skills and Abilities/Management Preferences

Recruitment Range: $81,620.00 - $120,000.00

Manager Preferences:  

  • Proficiency in SQL, Tableau, and PowerBI, with a preference for additional technical proficiency in other programming languages.
  • Management prefers experience in managing others.

The Office of School Business serves the 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Department of Public Instruction, the Governor’s Office, the General Assembly, and the taxpayers of North Carolina. It has the oversight of over $13 billion in State dollars, $1 billion of federal funds, $2.5 billion of capital funds, as well as other federal programs such as School Nutrition services, etc. This division is responsible for the State Public School Fund Budget, the allocations of funding to Public School Units and nonprofits; collecting and accounting for the expenditures; the monitoring and compliance of the use of the funds; the analysis and reporting of the financial, personnel and aggregate student data; the development of the policies related to public school salary, allotments of State and Federal funds, and student accounting.

Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and four years of progressive related experience, three of which must have been supervisory in nature; or equivalent combination of training and experience.
