Description of Work

It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months). The position ensures proper, effective, and compliant energy conservation measures are employed by subgrantees of the IIJA Weatherization Assistance Program in the homes of low-income citizens that are weatherized. This is specialized professional work administering, monitoring, and inspecting energy conservation efforts as well as providing training to the subgrantees to ensure weatherization work is performed efficient and effective.
Other Key Responsibilities:
Monitoring and reporting on subgrantee weatherization efforts.
Review agreements for subgrantees and subcontractors of the subgrantees.
Track and evaluate production and expenditures of the subgrantees.
Provide training and technical assistance to the subgrantees.
Assist the program manager with leveraging partners to maximize the energy conservation benefits for low income citizens of North Carolina.
This position requires frequent overnight travel and Physical activity that includes entering crawl spaces and attics of privately owned homes which requires the ability to climb, stoop, balance, kneel, crouch, crawl, reach, stand, walk, push, pull, and lift.

Recruitment Range: $47,703 - $74,535

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.Â
Minimum Education and Experience

Bachelor’s degree in business or public administration, engineering or construction technology from an appropriately accredited institution and one year of experience in administering grant contracts or supervising or performing energy conservation audit or construction projects; or an equivalent combination of education and experience.
Must Possess and Maintain as a condition of continued employment:
1. A Building Performance Institute (BPI) Home Energy Professional Quality Control Inspector (QCI) certification.
2. A Building Performance Institute (BPI) Home Energy Professional (HEP) Auditor certification.
3. A valid NC Driver’s License.
Must Obtain within 6 months of start date and then maintain as a condition of continued employment:
Obtaining and maintaining a BPI Multifamily Building Analyst certification is a continuing condition of employment. Failure to obtain a valid BPI Multifamily Building Analyst certification within 6 months of the position's start date will result in separation from employment. This multifamily certification and course will be available to the candidate at no cost through the NC WAP Training Program.
