Description of Work

The primary purpose of this position is billing and collections of revenue generated through damage that has occurred to property owned by the State of North Carolina. This process evolved from manual billings to interfaced billings and reconciliations with a new Damage Claims vendor, CMR (Claims Management Resources). This position summarizes data and determines billable items and amounts owed by citizens or Companies responsible for the damages as well as establishing processes and procedures with CMR to ensure charges are captured accurately in our SAP system. The Damage Claim accountant of the Accounts Receivable Section generates funding documents based on expenditures for the previous month. This position will require excellent customer service to the citizens and North Carolina Department of Transportation employees. The Damage Claim accountant is also charged with maximizing receivable potential through all collection efforts, including, but not limited to, past due letters, contacting The Department of Justice, sending the account to The North Carolina Department of Revenue for the Debt Setoff program or to an outside collection agency. This position reports to the Accounts Receivable Manager in Fiscal.

Responsibilities include, but are not limited to: Aid in analyzing existing and new business processes Applying knowledge of SAP R/3 to identify problems and provide feedback to management Utilization of SAP R/3 for Miscellaneous Receivables using the Business Process Procedures (BPP' s) Detailed testing of new processes for the BSIP project team Analyzing, interpreting, and using data within the system Continually monitoring system performance Delivering knowledgeable analytical support and guidance to end users Practicing new business system capabilities and options Providing constructive feedback to management and project team. Ensure that all cash management procedures and general accounting procedures are followed. Effective collection efforts. Adherence to all policies, rules and regulations. This position serves as an Accountant of the Accounts Receivable Section and administers all financial transactions required for the Damage Claim process.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  $50,088 - $87,654

Management prefers applicants with the following:

  • Demonstrated ability to analyze various financial data
  • Experience with accounting principles and practices
  • Experience in preparing financial reports
  • Experience with Excel software and creating spreadsheets
  • Experience researching and resolving accounting related problems

Minimum Education and Experience

Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting; or equivalent combination of education and experience.
