Description of Work

The Accounting Supervisor supports program operations by coordinating a range of administrative, business, and fiscal functions within a unit that provides financial, logistical, and operational services. The position organizes and manages activities related to budgeting, purchasing, inventory, payroll, contracting, financial reporting, and specialized records processes under general supervision. This role supervises assigned staff and ensures consistent daily communication across business and finance functions to maintain program effectiveness and compliance.

The Accounting Supervisor also serves as a liaison between leadership and staff, transmits decisions, represents the administrator in meetings, and supports departmental goal‑setting and policy implementation. Work requires analyzing and resolving technical administrative problems, coordinating with internal partners, and supporting established program operations within the designated service area.


Key Duties Include:
- Coordinate and manage administrative and business operations, including budgeting, purchasing, inventory, payroll, and HR‑related activities.

- Develop, administer, and monitor contracts, grants, accounts payable, accounts receivable, and fixed‑asset processes to support program functions.

- Compile, analyze, and prepare financial data using tools such as Microsoft Excel and the North Carolina Financial System (NCFS) to support unit reporting needs.

- Supervise assigned accounting and administrative staff, including task assignment, performance monitoring, coaching, and personnel actions such as hiring and disciplinary recommendations.

- Develop and implement unit‑level policies and procedures that ensure consistency, accuracy, and compliance in accounting and administrative operations.

- Lead coordination with purchasing units, budget offices, and procurement partners to ensure timely acquisition and payment of goods and services.

- Resolve escalated invoice discrepancies and troubleshoot process issues to maintain accurate financial and operational workflows.

- Represent the unit in meetings and communications by conveying decisions, supporting leadership directives, and assisting with departmental goal planning and implementation.

- Analyze administrative or technical problems and apply established policies, regulations, and procedures to support effective program operations.

- Maintain specialized program records and support regulatory, audit, and reporting requirements through accurate documentation and process coordination.

Knowledge Skills and Abilities/Management Preferences

Salary Range:: $45,431.00 - $79,504.00

Recruitment Range: $45,431.00 - $64,000.00

  • Demonstrated intermediate‑level proficiency using the North Carolina Financial System (NCFS) to compile, analyze, and prepare financial data for internal reporting and program support.

  • Documented experience managing accounts payable and accounts receivable workflows, including resolving invoice discrepancies and ensuring accurate, timely payment processing.

  • Proven success tracking and administering grant‑related financial activity, including monitoring expenditures, documenting transactions, and maintaining compliance with funding requirements.

  • Consistent application of contract development and management processes using departmental systems such as the DHHS Open Window application to support purchasing and service agreements.

  • Demonstrated technical proficiency with Microsoft Excel to organize financial data, perform routine analysis, and support budgeting and fiscal decision‑making within an operational unit.
