Description of Work

The Central Billing Office (CBO) in the DHHS Office of the Controller (OoC), Accounts Receivable Section is responsible for Accounts Receivable, billing, and collections of over $475 million annually for the twelve Division of State Owned and Operated Healthcare Facilities (DSOHF). The primary focus of the Accounting Technician III is to maintain and meet Federal and State Reporting Requirements for twelve State Owned and Operated Healthcare Facilities. This position is needed to support the budgeted expenditures (salaries and fringes) for the critical care positions at the twelve DSOHF institutions. This is a professional position requiring technical, analytical, and evaluative expertise. Responsibilities include the following:

• Maintain accounts in the EPIC billing system integrity and meet Federal and State reporting requirements.
• Posting of payments to EPIC's individual patient accounts utilizing multiple source documents.
• CBO and DSOHF cashier receipts (A logs, B-logs, C-logs, JV entries, D-logs and EFT payments from Blue Cross Blue Shield, Aetna, UHC, and other insurance payors), Medicaid, MCO and Medicare 835I (electronic) Remittance Advices, other third party payers’ Explanations of Benefits, Direct Deposit of Government Entitlement funds totaling $12 million annually and accounts receivable posting documents.
• Analyzes remittance advice data to ascertain correct contractual adjustments to be posted to patient accounts.
• Ensures patients and other third-party payers are not billed for unnecessary charges.
• Reconcile daily EPIC payment/adjustment reports to logged receipt data.
• Working hours are 8:00 AM to 5:00 PM Monday through Friday.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $37,377.00 - $65,408.00

Recruitment Range: $45,999.00 - $53,957.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Working knowledge of electronic inpatient/outpatient hospital billing systems; healthcare paper claims including UB04 and CMS 1500 claim forms; and electronic 837I and 837P transactions. EPIC experience preferred. Ability to ascertain correct contractual amounts from Medicare, Medicaid and other third party payer remittance documents.

  • Demonstrated data entry skills in accounting, auditing, and cash management, along with knowledge of auditing third‑party and patient accounts, supported by accounting coursework and experience in healthcare‑related accounting.

  • Planning and organizational skills to meet deadlines with attention to detail 

  • Knowledge of Federal, State and Guarantor/Payor healthcare practices, healthcare eligibility requirements and reporting requirements.

  • Experience in third party billing (Medicare, Medicaid and Commercial) and patient accounts.
