Description of Work
The North Carolina Child Support program operates in accordance with Public Law 93-647, North Carolina General Statutes 110-128-141, and federal regulations. North Carolina Child Support Services utilizes a statewide case management and financial system known as the Automated Collection and Tracking System (ACTS). This position will work within the Systems and User Support Unit, also known as the Functional Team, for the North Carolina Child Support Services central office in Raleigh, North Carolina. The Functional Team consists of six Business Analysts and one Business Services Coordinator.Job responsibilities include the following:
• System User Support: Work with a team of child support and IT professionals to research and test systems when issues arise with programs including ACTS, the federal Office or Child Support Enforcement’s Child Support Portal, the North Carolina Child Support Portal, or the North Carolina child support website.
• System Enhancement and Modification: Lead or participate in business requirement gathering sessions, develop and document business requirements, design new programs, analyze and modify existing system applications, draft system specifications, lead and participate in system changes, draft test plans and conduct testing for all system enhancements and modifications of the child support system and other integrated programs, ensuring that the changes meet state and federal standards.
• Development and Testing: Participate in User Acceptance Testing for all modifications and enhancements to the child support system. Participate in and provide needed support in the development and testing of data warehouse and other systems that interface with the child support program, including the research and testing of web related production support call tickets and using
system ticketing software.
• Planning: Participate in planning with partners, technical leads, and organizational unit management. Conduct planning sessions with partners and the team for specific modifications and enhancements to intricate applications; provide status reporting.
• Agile Methodology: Moderate, document and lead development of User Stories as Product Owner for Agile projects; Manage Product backlog and refinement of User Stories.
• Quality Assurance: Monitor work efforts for quality assurance and ensure adherence to procedures.
• System Performance: Conduct performance monitoring to identify and correct avoidable production interruption.

Salary Range: $55,823 - $97,689
Recruitment Range: $55,823 - $60,976

- Experience working in all aspects of the NC Child Support Program or other social service programs
- Demonstrated skills in researching, analyzing, and interpreting Federal and State laws
- Proven experience using the Automated Collection and Tracking System (ACTS) or other automated system
- Experience with Microsoft Office Suite
This position is funded in part through federal funds.Â
