About Us

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work

The Fiscal Policy/ACFR Section is responsible for ensuring the Department’s financial reporting, fiscal policy development, and internal control processes meet all State, Federal, and professional standards.

This section plays a critical role in preparing and submitting required financial reports, maintaining compliance, and supporting the Department’s overall fiscal integrity.

Responsibilities include but are not limited to:

• Preparing the Department’s Annual Comprehensive Financial Report (ACFR), ensuring completeness, accuracy, GAAP compliance, and timely submission to the Office of the State Controller.

• Managing additional statewide reporting requirements, including Inmate Costing, Accounts Receivable Reporting, and the quarterly Sales and Use Tax Refund.

• Providing leadership in the development, review, and updating of fiscal policies to ensure compliance with State and Federal laws, regulations, and financial guidelines.

• Performing complex monthly reconciliations, including Fixed Assets, Disbursing Accounts, and the Work Release Bank Account.

• Supporting the EAGLE (Enhanced Accountability in Government through Leadership and Education) internal control process by documenting, evaluating, and strengthening internal controls across the Department.

• Collaborating with internal and external stakeholders to resolve financial discrepancies, improve reporting accuracy, and maintain audit readiness.

• Ensuring adherence to best practices in financial management, accounting standards, and internal control frameworks.

• Assisting in special projects, audits, and policy initiatives as assigned.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $55,221.00 - $96,639.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Demonstrated knowledge of GAAP and governmental accounting standards, evidenced by the accurate and timely preparation and coordination of the Department’s ACFR and related financial statements.

  • Thorough knowledge of State and Federal fiscal laws and reporting requirements, with a proven ability to ensure full compliance across all departmental financial submissions.

  • Advanced skill in analyzing, preparing, and reconciling complex financial data, including fixed assets, disbursing accounts, and bank accounts, with consistent achievement of error‑free monthly reconciliations.

  • Proven ability to evaluate and strengthen internal controls, including documentation and support for accountability initiatives such as EAGLE, and experience developing fiscal policies that improve efficiency and compliance.

This role is eligible for a hybrid schedule and requires onsite reporting within Raleigh, NC.
