Description of Work

This Public Affairs / Media Relations Manager position involves supervisory and administrative responsibility for directing a comprehensive public relations and information program for a state agency or institution. The Communications Manager leads the development and implementation of the agency’s communications strategies and objectives, ensuring alignment with organizational priorities.

Key responsibilities include, but are not limited to:

• Planning, designing, and coordinating all public relations and public information activities

• Overseeing a team of media specialists and support staff in executing communication programs and initiatives

• Participating in the formulation of agency programs by providing guidance on
communication approaches and best practices

• Advising agency personnel on effective methods for promoting programs, initiatives, and organizational achievements

• Serving as spokesperson for the agency or institution head, representing the organization to the public and the media

• Ensuring the consistent delivery of clear, accurate, and timely information to stakeholders and the general public

Work is performed with considerable independence under the general supervision of the agency head or a senior administrative official and is evaluated based on overall program effectiveness and the quality of communications delivered.

Salary Grade Range: $70,627.00 - $137,72400

Annually Recruitment Range: $70,627 - $118,741.00 Annually

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Demonstrated ability to plan and execute large‑scale public relations strategies, evidenced by leading multi‑channel communication campaigns that meet de‐ fined performance indicators (such as audience reach, engagement metrics, or timely project completion).
  • Proficiency in applying technical media production processes, including print, video, and digital content development, with a track record of delivering high‑quality materials that meet established standards and deadlines.
  • Proven capability to supervise and develop communications staff, measured by successful project delivery, quality of work produced, and achievement of established team performance goals.
  • Strong decision‑making and analytical skills, shown through consistent application of sound judgment in complex or high‑visibility situations, with minimal need for supervisory correction.
  • Advanced written communication skills, demonstrated by producing error free materials aligned with professional journalistic standards and receiving positive feedback from stakeholders or media partners.

This is a full-time position (40 hours per week) with State Benefits.

This role is eligible for a hybrid schedule and requires onsite reporting within Raleigh, NC.
