Project Leo is an initiative to increase global broadband access through a constellation of 3,236 satellites in low Earth orbit (LEO). Its mission is to bring fast, affordable broadband to unserved and underserved communities around the world.

We are seeking a Technical Program Manager to drive programs across the VirtSat platform — Leo's virtual satellite environment that enables satellite software development, testing, and validation at scale. VirtSat provides high-fidelity emulation of satellite hardware on cloud infrastructure, serving 70+ downstream engineering pipelines and enabling continuous integration of embedded flight software without requiring physical hardware.

Export Control Requirement: Due to applicable export control laws and regulations, candidates must be a U.S. citizen or national, U.S. permanent resident (i.e., current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.

Key job responsibilities
In this role, you will own delivery of programs spanning embedded software, cloud infrastructure, hardware emulation, and test automation. You will work across the full VirtSat stack — from QEMU-based hardware emulation and embedded Linux bring-up, through cloud provisioning workflows and API reliability, to end-to-end integration with payload, networking, security, and OTA teams. You will define program strategy, drive platform availability improvements, coordinate subsystem onboarding, build operational mechanisms, and ensure VirtSat meets the fidelity and reliability bar required by its consumers.

This is an individual contributor role with broad cross-organizational influence. You will partner closely with embedded software engineers, cloud service developers, and test automation teams to deliver a platform that satellite software teams depend on daily. Your technical depth, program management fundamentals, and ability to influence without authority will enable you to drive alignment and help teams deliver faster with higher quality. Basic Qualifications: - 3+ years of software development experience
- 3+ years of technical program management working directly with software engineering teams experience
- Experience managing programs across cross-functional teams, building processes and coordinating release schedules
- Experience defining and executing program requirements and using data and metrics to determine improvements
- Experience with CI/CD systems, software deployment pipelines, or infrastructure operations Preferred Qualifications: - Experience with embedded systems, Linux platforms, or hardware virtualization/emulation
- Experience with AWS cloud services (EC2, Step Functions, DynamoDB, CloudWatch) in an operational context
- Experience driving platform availability or reliability improvements (SLA definition, failure analysis, root cause tracking)
- Experience with hardware-in-the-loop (HITL) or software-in-the-loop (SITL) testing environments
- Experience defining KPIs/SLAs and reporting to senior leadership
- Familiarity with satellite systems, flight software, or aerospace development environments
- Track record of building mechanisms that improved cross-team coordination and reduced recurring operational failures

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
