POSITION OVERVIEW
The Business Collaboration Application Administrator plans, designs, troubleshoots, and provides day-to-day support for the business collaboration application environment supporting the DoD. This role is responsible for setting up, configuring, and maintaining the collaboration application environment and for collecting, analyzing, and creating reports from it; managing the division's contract and acquisition management data systems, including an environment of over 125 individual Excel workbooks consolidated through extensive coding into reports and databases carrying more than 100,000 data points across multiple fiscal years; reviewing and maintaining existing code and developing new code to sustain process automation; researching and reconciling data drawn from federal procurement systems including WAWF, EDA, FPDS, SAM, GSA, NASA SEWP, DoD ESI, MP ICAM, AMPS, GPC processes, and Remedy ITSM; producing quarterly, annual, and ad hoc contract summary reports for senior customer leadership; and interfacing existing spreadsheets with data from the ServiceNow platform as customer stands up an acquisition workflow and data collection capability. Work is performed off-site from the employee's own place of performance within the United States, with periodic availability required to support meetings at Fort Belvoir, VA or elsewhere in the Washington, DC metropolitan area. This position requires an active DoD Secret clearance
RESPONSIBILITIES
- Plan, design, troubleshoot, and provide day-to-day support for the business collaboration application; set up, configure, and maintain the business collaboration application environment
- Collect, analyze, and create reports from the business collaboration applications
- Manage the current contract and acquisition management data and systems, the data contained within them, and the life of those systems; develop new data tracking systems and spreadsheets as required
- Review and maintain existing coding and develop new code as necessary to ensure continued process improvement
- Improve data entry integrity of the existing spreadsheet or equivalent system
- Interface current spreadsheets with data from the ServiceNow platform, and apply an understanding of ServiceNow acquisition workflow processes and functions
- Draft, maintain, and improve the instructions to complete data submission; document the processes used to collect data and produce reports
- Manage permission access to this information, and manage the storage and retention of instructions, data, and reports
- Independently review existing data and spreadsheets to identify errors and resolve them, through research or by working with J6TE team members and surrounding teams
- Develop job aids, process documents, and other version-controlled documentation
- Use initiative to access, use, and research Government systems and data repository output, including Wide Area Workflow (WAWF), Electronic Document Access (EDA), Federal Procurement Data System (FPDS), System for Award Management (SAM), GSA, NASA SEWP, DoD Enterprise Software Initiative (ESI), the Information Assurance Support Environment, Mission Partner ICAM, Account Management and Provisioning System (AMPS), Government Purchase Card processes, and Remedy IT Service Management
- Demonstrate technical skills, experience, and research to identify possible process and system improvements, and advise J6TE personnel on the viability of externally generated ideas
- Process information and generate reports using J6TE contract data, and research other issues to produce tactical and strategic reports
- Produce quarterly and annual contract summary reports for use by senior J6 personnel, along with customized reports for use within J6TE
- Process on-boarding and off-boarding contract personnel data to develop the associated metrics
- Import, export, and consolidate information from and to sources including DCSO, CORs, PMOs, Industrial Security, AMPS, and other Government systems, coordinating with each as required
- Format reports to client and stakeholder preferences, applying current best practices and technologies to maintain the value and impact of those reports
- Codify corresponding procedures, job aids, and documentation
- Deliver Standard Operating Procedures within one week of change, and deliver Annual, Quarterly, and Ad Hoc reports on the established schedule, with ad hoc products delivered within five working days
- Report and track progress through the Weekly Activity Report and support inspection by the Program Management Office, COR, and leadership
- Perform vertical and horizontal lookups, conditional formatting, data comparison, drop-down data selection, and data entry formatting in Excel, Access, PowerPoint, or other database software to manipulate, acquire, and present required information
- Support acquisition data products including Independent Government Cost Estimates, Business Case Analyses for contract co-terming, reports to senior leadership and Enterprise Service Areas, and contract data loading for the IT Asset Management program
- Provide knowledge transfer and associated documentation to designated Information Operations personnel upon the functional implementation, maintenance, and sustainment of technology products and capabilities, sufficiently detailed to enable those personnel to effectively analyze, test, and maintain operational continuity
REQUIRED QUALIFICATIONS
- Active Secret Clearance
- Four (4) years of relevant experience designing, developing, and administering business collaboration software such as Microsoft SharePoint
- Minimum of six (6) years of general IT experience
- Minimum of six (6) years of experience with deployment of DoD IT systems
- Minimum of three (3) years of experience designing, developing, and administrating Microsoft SQL Server
- Minimum of three (3) years of relevant experience designing, developing, and deploying Dashboards (Management Information Systems)
- Specialized experience reading documentation and providing detailed analysis of software business and technical capabilities
- DoD cybersecurity experience with policies and best practices in accordance with the Risk Management Framework (RMF)
- Software development life cycle (SDLC) experience
- Microsoft Certified Technology Specialist (MCTS): Microsoft Office SharePoint Server, or an equivalent certificate covering collaboration platform administration. Certification must be current; candidates holding current Microsoft role-based credentials in place of the legacy MCTS track should identify the credential, number, and expiration date
- Proficiency in: MS Office Suite, MS Project, MS Visio, HTML, VB Script, XML, Microsoft ASP.Net, JAVA/Primavera
- Proficiency in Excel, Access, and PowerPoint or other database software, including vertical and horizontal lookups, conditional formatting, data comparison, drop-down data selection, and data entry formatting
- Ability to work off-site from a U.S. location using Government-furnished equipment and the customer's approved remote access solution; ability to support periodic meetings in the Washington, DC metropolitan area; ability to obtain and maintain a Common Access Card and to complete DoD onboarding, security, non-disclosure, and mandatory annual training requirements on schedule, including OPSEC, INFOSEC, Insider Threat Awareness, and Combatting Trafficking in Persons
- Preferred: extensive Excel VBA development against large multi-workbook environments; demonstrated experience inheriting and sustaining an undocumented automated reporting environment
- Preferred: ServiceNow platform experience, particularly acquisition or procurement workflow configuration and data integration; hands-on fluency with FPDS-NG, SAM.gov, WAWF, EDA, NASA SEWP, DoD ESI, AMPS, or Remedy ITSM
- Preferred: experience producing recurring executive-level acquisition or procurement metrics reporting for a DoD organization; experience supporting IGCE or Business Case Analysis development, small business tracking, OEM spend analysis, or IT asset management contract data loading
- Preferred: prior DLA or DLA J6 experience; current Microsoft role-based credential such as Microsoft 365 Certified: Administrator Expert (MS-102), Power BI Data Analyst Associate (PL-300), or Power Platform Functional Consultant Associate (PL-200)
