Overview

Microsoft Cloud Operations and Innovation (CO+I) is the team behind the cloud. Within CO+I, the AGC Supply Chain organization is responsible for the sourcing, commercial, and supplier strategy that delivers core datacenter infrastructure for Microsoft's Airgap Cloud business. The portfolio consists of complex, multi-disciplinary, large-scale, multi-year datacenter construction and operations programs delivered in secure environments for government and national security customers. 

We are looking for an experienced supply chain leader to lead the team that owns category strategy, contracting, and supplier performance across this portfolio. This is a people-leadership role reporting to the Infrastructure Leader for the program, with accountability for a team of category managers and supply chain execution managers, for the commercial outcomes of a multi-billion-dollar construction and operations pipeline, and for the governance model that keeps supplier engagement centralized and consistent across the organization.

Responsibilities
  • People Leadership. Lead, coach, and grow a team of category managers and supply chain execution professionals; set priorities and success measures, build bench strength and succession depth, and manage headcount planning including vendor-to-full-time conversions and position control. 

  • Category Strategy and Execution. Own sourcing strategy and execution across general contractor, design, commissioning, IT infrastructure, and services categories, as well as owner-furnished contractor-installed equipment covering electrical and mechanical infrastructure. 

  • Commercial Negotiation and Contracting. Lead request-for-proposal development, contract execution, change order governance, and commercial negotiation across capital and operations spend; hold approval authority and ensure consistent contract standards across all campuses in the portfolio. 

  • Supplier Performance Management. Own supplier performance management across capital and operations categories, including corrective action plans, escalation ownership, and the monthly and quarterly business review governance that keeps executive engagement with strategic suppliers coordinated and proactive. 

  • Governance and Compliance. Centralize supply chain engagement so sourcing processes, negotiation approaches, contract standards, and escalation paths are consistent; act as the single accountable owner for supplier relationships and market intelligence across the program. 

  • Cross-Functional Partnership. Partner with construction, operations, engineering, finance, legal, and security teams and represent supply chain in executive forums, business reviews, and customer-facing governance rhythms. 

  • Maintenance and Repair Contracting. Oversee the operations contracting portfolio, including maintenance and repair renewals, service-level structures, and the transition of contracting models as regions move from construction into steady-state operations.

Qualifications

Required Qualifications:

  • Bachelor's Degree in Engineering, Industrial Engineering, Supply Chain Management, Operations Management, Supply Chain Analytics, or related field AND 8+ years supply planning, operations, supply chain, indirect supply planning, technology-related supply chain, sourcing and manufacturing, Sales & Operations Planning, material requirement planning systems and tools, quantitative & qualitative analysis in cross functional or organizational enterprise environment, or related experience
    • OR Master's Degree in Engineering, Industrial Engineering, Business, Supply Chain Management, Operations Management, Supply Chain Analytics, or related field AND 6+ years supply planning, operations, supply chain, indirect supply planning, technology-related supply chain, sourcing and manufacturing, Sales & Operations Planning, material requirement planning systems and tools, quantitative & qualitative analysis in cross functional or organizational enterprise environment, or related experience
    • OR equivalent experience. 

Other Requirements:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.   
  • Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport.

Preferred Qualifications:

  • 10+ years of supply chain, sourcing, or category management experience, including construction, engineering, procurement, and construction delivery or industrial facilities in an owner's role.
  • Demonstrated experience leading and developing a team of category managers or supply chain professionals.
  • Depth in contract execution, request-for-proposal development, change order governance, and commercial negotiation at scale.
  • Experience owning supplier performance management, corrective action, and executive supplier governance through monthly and quarterly business reviews.
  • Experience operating in regulated, secure, or cleared environments with strict information handling requirements.
  • Strong written and verbal communication with executive audiences, and a track record of centralizing fragmented sourcing activity into a single governance model.

Supply Planning M6 - The typical base pay range for this role across the U.S. is USD $130,900 - $277,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $165,600 - $303,600 per year.
