Ontologist/Data Scientist
 
ROLE OVERVIEW
Red Arch Solutions is seeking an expert Ontologist to lead the development of standardized, modularized metadata requirements for an enterprise data modernization program supporting the Defense Intelligence Agency (DIA).
You will play a foundational role in assessing current data practices across the Intelligence Community (IC) and architecting common metadata frameworks that enable automated tagging for massive volumes of structured and unstructured intelligence data. The ideal candidate possesses deep expertise in data classification, cataloging, and IC interoperability standards.

KEY RESPONSIBILITIES

  • Current State Assessment: Conduct comprehensive evaluations of existing data assets and metadata tagging practices across DIA and partner IC elements. Identify gaps, inconsistencies, and alignment with the IC Data Reference Architecture (IC DRA).
  • Standards Development: Architect and develop standardized, modularized metadata requirements and controlled vocabularies that comply with ICD 504 and the IC Data Strategy.
  • Automated Tagging Enablement: Establish baseline common metadata tags designed specifically to support machine learning and automated tagging tools for both structured and unstructured data.
  • Ecosystem Integration: Validate metadata interoperability with enterprise catalogs (e.g., IC Data Catalog/ATLAS) and other IC-wide data discovery tools.
  • Stakeholder Guidance: Support data consumers and stewards through the development of policies, guidance documentation, and metadata management training.
REQUIRED QUALIFICATIONS
  • Clearance: Active, current Top Secret / SCI with Polygraph is mandatory.
  • Experience: 12+ years of experience in ontology, data modeling, or metadata management within large-scale federal or intelligence environments.  and systems engineering experience within the DoD or IC. A BS degree can be used in lieu of 4 years of experience 
  • Technical Literacy: Proven experience in developing taxonomies, semantic models and data catalogs. Deep understanding of IC data governance policies (ICD 504).
  • Education: Bachelor’s degree in library science, Information Science, Data Science, Computer Science , Computer Science or a related field.
DESIRED SKILLS & FRAMEWORKS​​​​​​
  • Experience with semantic web technologies (RDF, OWL, SPARQL) and enterprise data catalog tools (Apache Atlas, Collibra, or specialized GOTS tools).
  • ​​​​​​​Familiarity with Natural Language Processing (NLP) or Machine Learning applications in data tagging.
  • Exceptional analytical thinking and the ability to articulate complex data structures to non-technical stakeholders.
Salary for this position $195,000-210,000 #CJ 

The Red Arch Solutions pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Determination of official compensation or salary relies on several factors including, but not limited to, level of position, job responsibilities, geographic location, scope of relevant work experience, educational background, certifications, contract-specific affordability, organizational requirements, alignment with local internal equity as well as alignment with market data.
